As an IT Specialist (System Analysis) you will: 

  • Provide expert technical advice to other IT Specialists and/or national personnel; serve as an agency expert on a variety of organization wide groups; represent the organization in meetings with representatives of industry, other agencies, public organizations, etc., to resolve problems, develop joint policies/standards and exchange information regarding areas of technical expertise.
  • Coordinate the implementation of government-wide IT programs and projects to support the Office of Evaluation Sciences in the Office of Governmentwide Policy. Undertake special projects in response to barriers to access requirements and determines the appropriate course of action using computer technology; this includes, but is not limited to, the development of governmentwide business intelligence tools, electronic forms, web applications, personnel and financial models and other tools. Work with policy officials to develop evidence summaries regarding IT barriers to access to Federal programs.
  • Plan or recommend long-range incorporation into the organization's work; conduct research to develop new processes and systems that will increase and improve user access to federal programs; support the development and design of evaluations and quantitative methods and processes for testing, demonstrating and prototyping new technologies which can address barriers to program access and monitor operational, IT, HR and financial policies, procedures, guidelines and standards related to performance and financial reporting.
  • Provide expert technical support, coordination and advice in the future planning and integration of governmentwide evidence building activities. Develops clear and concise descriptions or outlines requirements for use in the development of preliminary project descriptions, request for proposals (RFPs), statements of work (SOWs) and task orders.

The GS-13 salary range starts at $98,496 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for this position, Applicants applying for the GS-13 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant discusses results, problems, plans, suggestions, terms, or conditions with others.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant designs or conducts analytical studies, cost-benefit analyses, or other research.

To qualify, applicants must possess 1 year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience as an IT Systems Analysis with technical responsibility for developing and implementing Business Intelligence (BI) solutions for customers using various data management systems and tools and managing complex projects that include the diagnosis of behavioral bottlenecks in public service or program delivery, translating findings from the social and behavioral findings into concrete interventions that are likely to improve priority outcome measure achievement, and designing rigorous randomized controlled trials to test the impact of these recommendations using administrative data.

This is a term appointment, made for an initial period of 2 years. The appointment may be extended up to a total of 3 years, in increments of 1 year or less. Permanent competitive career or career-conditional employment cannot be acquired through a term appointment. 

Term employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the FEHB, FEGLI, Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).

Term employees do not acquire competitive status or reinstatement eligibility as a result of the term appointment. The first year of employment of a term employee is a trial period and all term employees must serve a 1-year trial period.

  1. Knowledge of current information systems technology and awareness of emerging information technologies and their applications to business processes and applications.
  2. Knowledge to implement information technology systems to meet organizational requirements.
  3. Knowledge of IT security concepts, standards and methods and project management principles, methods and practices to address and manage a diverse array of IT issues and projects. 
  4. Knowledge of security requirements surrounding the protection Personally Identifiable Information (PII). 
  5. Ability to analyze, interpret, and report to senior management on financial and operational results, emerging trends, and potential problems, particularly as they relate to current or future requirements for development, revision or enhancement of reporting for financial systems.
  6. Knowledge of the mission, business and technical requirements of customer organizations and Business Intelligence methods and technologies to resolve problems and evaluate new methods of enhancing customer satisfaction.
  7. Skill in applying business process engineering concepts and methods to lead or conduct complex studies to identify potential improvements in the way IT is applied to key business functions.
  8. Skill in applying IT systems management methods and enhance highly efficient IT systems that respond to business requirements, end user needs and incorporate agency goals and mission.
