Duties

Help

The Office of Strategic Communication is responsible for using communication to help the agency meet its mission and business goals.

As a Public Affairs Officer for the region/agency. Develops communication products and plans which promote an understanding of GSA programs and missions at the regional level. Responsible for website content and web 2.0 communication platforms, opinion editorials, news releases, and feature articles.  Formulates communication plans and procedures through knowledge of proactive outreach, additionally:

  • Coordinate media responses, outreach and public relations events.
  • Responsible for analysis, development and implementation of a variety of traditional and non-traditional activities. 
  • Responsible for expediting the progress of potential news items through the clearance process.
  • Serves as the main point of contact for media questions within the time sensitive framework of news releases, new products, and the 24/7 news cycle: including answering follow-up inquiries.
  • Research background information on news issues.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: 1800 F Street, NW Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described.

The GS-12 salary range starts at $94,199 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience developing responses to media inquiries, press releases and strategies to produce  coverage of important issues and breaking new stories; developing written informational materials for dissemination to the general public;  responding to news media inquiries either personally or arranging for a response by officials. Such experience must include: 

  • Planning and coordinating public affairs events.  
  • Researches, writes, and edits press releases, press advisories, speeches, scripts, and statements; 
  • Manages and monitors ongoing projects simultaneously.
  • Tracks metrics to show value of media relations function, including output (number of releases, blogs,etc).

The GS-13 salary range starts at $112,015 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is extensive public affairs experience directly responding to news media inquiries; working with project  managers and public affairs teams; monitoring ongoing projects simultaneously. Such experience must include experience: 

  • Planning and coordinating public affairs events;  
  • Developing and executing media and communication plans;  
  • Researches, writes, and edits press releases, press advisories, speeches, scripts, and statements

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

On a case-by-case basis, the following incentives may be approved:

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Ability to select and effectively use media tools.
    1a. Ability to compose and format written communication that is clear, concise, grammatically correct and error free.
  2. Ability to communicate an organization's mission and purpose with internal and external customers.
  3. Ability to plan, publicize and handle the logistics and scheduling for events and campaigns which have high visibility
    3a. Ability to measure and evaluate program effectiveness.
  4. Skill in analyzing programs and identifying the characteristics of target audiences.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: [If the use of 4 categories is justified, adjust verbiage].

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
