Duties

Help

SCB has the responsibility for providing expert operational, consultative, and advisory services in the areas of recruitment/staffing, compensation, and classification to the agency and for developing/updating policy in these areas.

As a Human Resources Specialist, the selected candidate will primarily manage Excepted Service recruitment efforts for permanent and temporary Administratively Determined (AD) employees under the NSF Act of 1950, as well as rotational assignments under the Visiting Scientists, Engineers and Educators (VSEEs) and Intergovernmental Personnel Act (IPA) authorities.

Specific duties include:

  • Provides the full range of staffing, recruitment, position classification, position management, compensation, and workforce planning services.
  • Serves as a key member of the HRM Service Delivery Model and primary HR Specialist for two to three organizations within NSF; leading meetings and projects to support the overall organizational strategic human capital plan.
  • Develops and maintains effective relationships with senior management officials to provide thorough HR management advisory and technical services on a broad spectrum of substantive HR issues/problems/concerns.
  • Works closely with the directorate/division level administrative staff to provide Human Capital guidance and funding management for purchase orders required to support rotational staff.
  • Leads and manages financial transactions between the agency, rotational staff, and external vendors.
  • Coordinates and executes IPA agreements with eligible IPA organizations to include Federal Funded Research Development Centers (FFRDC) and non-profits.
  • Analyzes Human Capital data/reports to provide recommendations on organizational needs.
  • Conducts workforce planning activities with assigned organization(s) by providing input and analysis to organizational workforce goals, staffing gaps, and workforce transformation activities.
  • Coordinates and facilitates the completion of recruitment/staffing and classification actions, and reorganizations for both the competitive and excepted service.
  • Performs quality control and quality assurance activities related to human capital functions.
  • Leads and manages special projects related to human capital issues.
  • Performs quality control and quality assurance activities related to human capital functions and managing IPA agreements and VSEE arrangements.
  • Utilizes various HR Information Systems to perform critical human capital functions.

In addition, highly desired experience with program management, managing multiple high-level taskings to include contracts with outside vendors, customer support to senior level/executive leadership, skills in financial management, experience with FFRDC, grants and/or purchase orders.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

Candidates with creative thinking, self-management skills, and high levels of integrity are likely to succeed in this role and are highly desired.

To qualify at the GS-11 level, you must have one year of specialized experience performing human resources functions equivalent to the GS-9 level in the Federal service. Examples of specialized experience for this position include: providing strategic advice and assistance to managers on effective methods of recruitment and staffing; conducting job analyses and developing crediting plans; making qualification and eligibility determinations and issuing certificates; processing personnel actions for competitive and excepted service employees;  conducting position classification; developing position descriptions, preparing evaluation statements; and overseeing the recruitment process.  OR

Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related.  OR

Possess a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position.

To qualify at GS-12 level, you must have one year of specialized experience at or equivalent to the GS-11 level in the Federal service performing a full range of human capital functions. Examples of specialized experience for this position include: providing strategic management advisory services related to classification, staffing, recruitment, and compensation for professional, administrative, & scientific positions; making & overseeing qualifications & eligibility determinations, & issuing certificates under Merit Promotion, Delegated Examining, & various excepted service authorities; providing guidance & oversight on pay-setting, processing personnel actions & other compensation related activities for excepted & competitive service employees; performing tasks related to classification & position management; providing advice & support on planning & implementing long & short term strategic human capital activities & workforce planning functions; & overseeing the entire recruitment process.

To qualify at GS-13 level, you must have one year of Federal civilian human resource management experience equivalent to the GS-12 level in the Federal service to include knowledge and skill to counsel and advise management on automated and manual processes related to issuing merit promotion, excepted and delegated examining certificates; recommend strategies related to recruitment, long and short-term workforce planning while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates; and manages agency special programs such as Pathways, the Selective Placement Program, Veterans Programs or unique program areas such as Rotator programs or using the Intergovernmental Personnel Act.

Education

Education may be substituted for experience as described in “Qualifications" at the GS-11 level.  Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 level and GS-13 level.
