Summary

Typical Duties Include:
Acting as Technical Assistance lead and senior legal adviser in building capacity and strong relationships with foreign counterparts, including designing, directing, and/or developing content, organizing, and providing oversight of the International Affairs program's technical assistance conferences;
In response to requests from foreign securities authorities, providing focused technical advice and training consistent with the SEC's objectives and programmatic interests;
Reviewing foreign and domestic regulatory oversight regimes, suggesting improvements to prevent regulatory arbitrage or race-to-the-bottom, and consulting with foreign securities authorities on draft legislation and regulations to achieve regulatory effectiveness;
Responding to questions and inquiries on matters of law, procedure, or policy relative to the SEC's enforcement, regulatory, and supervisory programs; and
Managing office-wide administrative and personnel responsibilities, such as the annual budget reporting to Congress, OIA's contributions to the agency's Annual Report, administering OIA's risk control matrix, as well as internal controls related to all program areas.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.
BASIC REQUIREMENT: All applicants must possess the following
J.D. or LL.B. degree --AND--
Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-14: Applicant must have three years post J.D. experience as a practicing attorney, two years of which include legal practice in one or more of the following substantive areas:
Negotiating and interacting with US and foreign securities regulators, criminal authorities, and other law enforcement officials to impact the policy making process; AND
Provide advice and analysis to help advance international regulatory, supervisory, and enforcement cooperation, and formulate technical assistance programs to strengthen the regulatory infrastructure in global financial markets.
