Duties

Help

This position is located at Alcohol and Tobacco Tax and Trade Bureau, Assistant Administrator - Permitting and Taxation/National Revenue Center.

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Analyze the operational reports and tax returns of permittees on non-voluntary prepayment of taxes, or whose payment history indicates lack of prudent business practices.
- Audit tax returns and tax accounts to determine if there are any outstanding liabilities. Determine the penalties that should be assessed toward the non-compliant taxpayer.
- Conduct industry seminars and attends industry conferences in order to remain current with industry activities and to serve as TTB's liaison in answering questions and interpreting and explaining the laws and regulations.
- Determine that regulated products are completely accounted for by comparing and analyzing various documents and data, including tax returns, periodic reports and data stored in Bureau databases.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
-Conducting segments of audits including conducting interviews, analyzing and summarizing audit evidence to support conclusions, and documenting results of audit work; AND
-Developing audit objectives, supporting tests, and documenting them in the audit plan.

OR
Education: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related, from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
A combination of experience and education: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement, must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
-Experience working for a tax administration organization that includes responsibility for documenting results of audits, projects, or analyses in written documents; OR
-Experience applying accounting or auditing principles to gather and analyze data and draw conclusions.

OR
Education: A master's degree or equivalent or two years of progressively higher education leading to such a degree, or an LL.B. or J.D. if related.
OR
A combination of experience and education:
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education

Education Requirements: You must meet the minimum basic educational and/or work experience requirements for professional auditing positions in the federal government. This includes:
A.) Successful completion of a full 4-year course of study from an accredited college or university leading to an accounting or auditing degree, or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law; OR
B.) A combination of education and experience wherein you've attained at least four years of experience in accounting or auditing, or an equivalent combination of accounting or auditing experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (of which six hours may be substituted by business law);
2. A certificate as Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination; or
3.
Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours or 22.5 quarter hours), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) you believe a panel of at least two higher-level professional accountants or auditors can determine you have demonstrated good knowledge of accounting and related underlying fields equal to the breadth, depth, currency, and level of advancement normally associated with successful completion of a 4-year course of study as described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

  • This position is remote. The duty station is the employees home address or an alternative approved location, that is not an agency location or jobsite.
  • Remote workers may be required to occasionally travel to an office for training or other reasons but will not regularly commute to a TTB office for day-to-day work. Other travel may be required each month in performance of regular duties.
