This position is located at the G1, in Phoenix, Arizona. This position serves as program manager, advisor and consultant within the state. The incumbent has responsibility for the development, management and administration of an education and incentive programs designed to provide individual career-related or self-development assistance and planning requirements for Army National Guard military personnel.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the G1.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must possess or be able to obtain secret security clearance within one year of appointment.
  • Incumbent must have a valid state driver's license.
  • There is a positive education requirement; applicant must submit transcripts with application.

Qualifications

Military Grades: E-1/PVT-E-7/SFC

Compatible Military Assignments: MOS Immaterial

SPECIALIZED EXPERIENCE: Must possess at least 12 months of specialized experience equivalent to at least the GS-07 level or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
1. Experience performing educational and vocational counseling which consists of advising and assisting members on individual programs of study available.
2. Experience assisting individuals with securing Federal financial aid through such programs as the Pell Grant, Supplemental Educational Opportunity Grant (SEOG), College Work-Study (CWS), National Direct Student Loan (NDSL), and Guaranteed Student Loan (GSL), etc.
3. Experience assisting personnel with entrance and enrollment application, when necessary.
4. Experience estimating, obtaining, and executing the necessary program funds and determines their allocation.

Education

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment.

2. Knowledge of computer databases, personnel management systems, and pay management systems. Be proficient in analytical math and have effective oral and written communication skills with a customer service support base.

3. In-depth knowledge of applicable laws, regulations, and policy guidance relating to the field of military human resources management and fiscal responsibilities in the area of assignment.

4. Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty.

5. Ability to assume duties and responsibilities in the absence of the ESO (Education Services Officer).
