The Program Analyst assists with the leadership of the interdisciplinary effort to establish business needs and requirements necessary to administer an office-wide data management program which coordinates data exchange and data management efforts across Copyright Office program areas. support of the various Copyright Office IT programs and projects.

Works under the direction of the Director of the Copyright Product Management Division to conceive and articulate an enterprise data strategy governing the capture and maintenance of data generated by the Copyright Office, and other sources. Works to ensure that the Copyright Office's data policies and practices support and promote interoperability with copyright industries; enable advanced business analytics; and markedly improve data quality, access, and usage. May serves as an advocate for the value of Copyright Office data products and enterprise data vision.

Recommendations may relate to not readily evident conclusions from evaluative studies; interrelated issues concerned with cross-cutting or conflicting goals; and identified strengths, weaknesses, opportunities, and threats (SWOT) in support of the strategic planning process. Presents these results in various ways, including written reports, spreadsheets and other analytical tools, presentation slides and graphical handouts as well as presenting findings orally both to individuals and groups. Serves as a subject matter expert on best practices and strategies for leveraging data insights that help drive strategic and tactical business decisions, and optimizing performance through data analytics. Supports a data-driven, decision- making culture. Identifies potential processes to be implemented by others for the efficient, integrated introduction of new data. Utilizes research and analytics to maximize the return on data assets.

Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the program meets its stated goals, and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and assists implementation of solutions. Takes actions necessary to maintain or improve the quality and quantity of operational services necessary for program completion.

Assists with directing the capture, reporting, and analysis of statistical data relating to the program's operations and performs special studies and/or projects. Prepares and contributes to reports and other presentations on program planning and evaluation. Designs and conducts a variety of studies and detailed analyses of functions and processes related to program planning and management. Identifies and proposes solutions to program problems that are of major importance to the organization.

The position is responsible for working to identify, define, and quantify Copyright Office data requirements, both for current purposes and future needs, in a fashion such that assigned technical personnel can translate those needs into products which serve the needs of the Copyright Office, its stakeholders, and the public.

For the various existing, potential, and new Copyright Office information technology systems and programs, and coordinates contract administration activities for hardware and/or software, services, and maintenance in multi-year (5 and 10 year) IT contracts, as well as contracts of other durations. With others, evaluates contractor procedures for the analysis, design, development, test, and support of Copyright Office systems.

Assists with feasibility studies to evaluate different vendors and their products. Prepares technical assessment reports, design documents, implementation plans, and test plans. The incumbent might also recommend acceptance or rejections to senior management.

While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office material.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform statistical analysis and data management for a program.**

Knowledge of computer programming languages and development business intelligence tools.**

Ability to manage special projects and conduct management studies and reviews.**

Ability to serve as a liaison for an organization and develop and maintain effective working relationships.

Ability to develop, maintain, and manage business intelligence reporting tools.**

Ability to communicate in writing.

Ability to work within a systems development life cycle (SDLC) to analyze organizational and business needs.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
