The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Network Engineering and Operations (Networking) Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Networking Directorate provides operational support services to the House that ensure reliable and dependable connectivity to the House Data Network both on the House Campus and to over 820 District Offices as well as numerous Business Continuity and Disaster Recovery (BC/DR) sites, facilities, and mobile capabilities. This position serves as the Manager, Network Systems Engineering.
Primary Duties/Responsibilities:
Maintaining managerial and first line supervisory responsibilities for the Network Systems Engineering (NSE) Teams.
Assigning and monitoring team work efforts
Planning and supervising team training
Preparing performance plans and evaluations
Interviewing candidates for team vacancies and making hiring recommendations
Managing Level 3 operational coverage
Providing senior network architectural leadership; and providing engineering analyses, testing, design, integration, and operation of the House campus data and telecommunications networks.
• Evaluates and recommends commercially available and standards compliant communication networking and/or video components. • Designs complex integrated network and/or video solutions and develops network service specifications and procedures. • Develops technical specifications and statements of work for network systems and/or services competitive procurements. • Participates in evaluating proposals and in source selection. Serves as technical lead for Request for Proposal (RFP) efforts. • Provides senior level operational support on day-to-day operations and problem resolution on an as needed or assigned basis. • Conducts performance analyses of House networks and systems. • Knowledge of LAN, VoIP, VPN, WAN technologies, circuits, routing protocols (BGP , OSPF and EIGRP), • Knowledge of SAN, DWDM, QoS, and video teleconferencing standards. • Knowledge of network management and diagnostic tools. • Develops traffic engineering studies and analyses to determine data networks and/or video systems requirements. • Performs cost/benefit analysis on competing methods of providing data communications and/or video systems. Evaluates communications products. • Maintains responsibility for managerial duties, which includes assigning and monitoring team work efforts, planning and supervising team training, preparing performance plans and evaluations, interviewing candidates for team vacancies and making hiring recommendations, managing Level 3 operational coverage, approving team leave, and implementing disciplinary measures as needed (e.g., warnings, reprimands). • Performs other official duties and special projects as assigned.
• Advanced Cisco certifications (CCDP, CCNP, and CCIE) preferred.
