Help

Functions as the Director of Policy (the Director) for the CHIPS Program Office. The Director will lead the development, coordination, and communication of CHIPS policy and will work in partnership with other parts of the CHIPS Program Office, the Department of Commerce, and the broader interagency. As part of this work, the Director will lead the development, coordination, and release of notices of funding opportunities, strategic vision statements, and other cross-disciplinary policy documents. The Director will respond the CHIPS Program Offices' response to emerging policy issues, to requests for analysis and recommendations from CHIPS and Department of Commerce leadership, and will provide surge support to other STP teams as they design specific policies, review applications, and manage projects post-award. The Director will report to the Chief Strategy Officer, will coordinate with other CHIPS policy offices, and will directly manage a team of policy analysts.

Specific duties will include:
- Developing future CHIPS notice of funding opportunities, as well as future strategy and policy documents
- Responding rapidly to requests for analysis from CHIPS and Department of Commerce leadership
- Coordinating and communicating CHIPS policies and strategies to external stakeholders, including other departments and agencies
- Tracking, analyzing, and advising CHIPS leadership on emerging issues related to CHIPS Act implementation
- Offering surge support to other STP teams, including strategic planning and industry analysis, international engagement, national security, and environment compliance and permitting
- Managing a team of policy analysts in a fast-paced environment
- Advising on key policy issues related to the semiconductor industry, research and development policies, environmental impacts, workforce development, national security, and international issues
The Director will report to the Chief Strategy Officer, will coordinate with other CHIPS policy offices, and will directly manage a team of policy analysts.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as:
- Experience managing policy development and coordination processes
- Experience advising senior government officials, especially in technology policy and national security
- Knowledge of broad technology policy issues, such as those related to the semiconductor industry, environment impacts, national security, international engagements, and research and development
- Demonstrated ability to work collaboratively as part of a team.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
