Duties

Help
  • The incumbent serves as a Supervisory program analyst, military healthcare subject matter expert and leader of teams or projects conducted in joint, interagency and multinational force environments of DoD healthcare systems and programs.
  • As assigned, serves as a leader of teams to acquire relevant skills and competencies for specific DoD medical evacuations/casualty evacuation system, DoD medical logistics management, medical information systems management and medical data bases.
  • Provides instruction to the team assigned, and reviews work; monitors progress for projects and ensures accomplishment of established objectives, reporting to higher management on project status.
  • Oversees or develops plans, methodologies and approaches projects.
  • Defines scope, objectives and resources required for projects.
  • Identifies cognizant staff for interview, records and information to be reviewed and prepares or ensures the preparation of project documents such as Project Charter, announcement letter, or data calls.
  • Manages projects or conducts significant portions of them, adapting plans and procedures as necessary to meet established goals and objectives.
  • Leads or participates in briefings to management of activity being reviewed; gathers data, conducts interviews, analyzes data and information, prepares and documents findings, management guidance and operation effectiveness.
  • Oversees, directs, and controls all phases of the project to achieve the desired results and ensures the projects are conducted in a manner that satisfies evaluation objectives.
  • Accomplishes projects in accordance with professional standards appropriate for the type of project.
  • Ensures that working papers provide a supportable basis for reporting and that subordinate personnel are informed of procedures for safeguarding classified or other sensitive information and that protective controls are in place.
  • Prepares complete and acceptable briefings, information memorandum or other information to keep the OIG management apprised of the program status and issues.
  • Keeps DoD management informed on the project status.
  • Prepares and staffs draft and final reports for each project and when appropriate, prepares and staffs draft and final summary or trend reports within assigned functional areas.
  • Reviews sections of reports prepared by staff, while retaining full responsibility for the reports.
  • Assess management comments of reports to determine if corrective action taken or proposed are adequate; evaluates non-concurrences to findings, or recommendations, to ensure proper resolution and mediation processes.
  • Ensures that OIG Office of General Counsel is consulted on all projects and follow-ups; that Congressional or other known high-level interest; in accordance with established policies.
  • Fosters career development, recommends training and prepares an Individual Development Plan for each staff member, approves or rejects finished work. Evaluates staff performance and prepares appraisals of team members.
  • Furthers the Equal Employment Opportunity Program in all areas through recommendations on selection and promotion, training, upward mobility, and incentive awards.
  • Refers grievances and more serious complaints not resolved to higher-level management. Makes decisions on work problems presented by subordinate team members. Occasionally serves as a member of merit promotion panels and ad hoc committees.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience GS-14: You must have 52 weeks of experience at the GS-13 level. Specialized experience is defined as working in a supervisory and/or lead capacity overseeing a staff of senior analysts and evaluators who are responsible for all matters related to military healthcare systems, projects, and organization/command control functions of such systems to include but not limited to DoD medical research programs, DoD medical evacuation / casualty evacuation system, DoD medical logistics management, medical information systems management and medical data bases, Suicide Prevention, and Sexual Assault prevention. Supervises and manages complex evaluations and reviews involving Military and defense health care issues or other issues as assigned, develops and applies advanced analytical techniques and evaluative methodology in planning and execution projects phases; participates in inter-agency projects of overarching issues impacting the Military Heath Care Community while striving to increase productivity of the staff; plans and assigns work and established priorities and deadlines, considering the relative difficulty of the work and the capabilities of the staff. Oversees and or prepares reports, briefings, information memorandum or other information to keep management apprised of the program status and issues while providing trend reports and corrective recommendations within assigned healthcare functional areas.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education


There is no substitution of education for the qualifying experienceat the GS-14 grade level.
