Summary

This position is in the Office of Audits (AUD), Audit Operations, Quality, and Compliance Division (AOQC), which is part of the Office of Inspector General (OIG) for the U.S. Department of State (Department). AOQC is responsible for conducting quality control reviews of audits and evaluations, performing workforce planning and analysis for AUD, performing Contracting Officer’s Representative duties, developing, and managing budget information in coordination with the OIG’s budget office.

Duties

Help
  • Under the general direction and supervision of the AOQC Division Director, the incumbent is responsible for AUD's quality control program, including AUDs writing/editing program.
  • Monitors quality control activities to provide AUD management with reasonable assurance that AUDs policies and procedures related to its system of quality control are suitably designed and operating effectively in practice.
  • Manages a senior auditor when performing monitoring activities, ensures independence and objectivity in performing internal quality control reviews (IQCRs), and conducts IQCRs in accordance with applicable standards and guidance.
  • Manages a team of auditors and management analysts when performing peer reviews of other organizations, ensures independence and objectivity in performing peer reviews, and conducts peer reviews in accordance with applicable standards and guidance.
  • Provides technical and administrative direction to subordinate employees performing the work and functions of the organization. Carrying out a full range of supervisory responsibilities as expected of supervisors in the Federal government.
  • Applies Equal Employment policies to ensure fairness and transparent hiring within the division, incumbent acknowledges subordinates achievements, addresses performance needs deficiencies and demonstrates fair treatment of all individuals.
  • Manages a team of Writers/Editors to provide AUD products such as quarterly newsletters, biweekly bulletin, correspondence, reports, and training materials. Ensures ensuring written products comply with quality standards.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. (OIG will also consider degrees in: auditing, economics, public administration, public policy, international relations, international affairs or political science)

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience in performing engagements in accordance with Government Auditing Standards, Quality Standards for Inspections and Evaluations, and other relevant professional standards and legal and regulatory requirements.
  • Experience in supervising auditors and providing technical and administrative direction to subordinate employees performing the work and functions of the organization.
  • Experience in managing an organization’s quality assurance program, including monitoring quality control activities to provide management with reasonable assurance that the policies and procedures related to its system of quality control are suitably designed and operating effectively.
  • Experience in developing audit and evaluation policies, procedures, and templates to guide staff in performing and documenting results of their work.
