Duties

Help

As a Financial Analyst, you will:

  • Serve as staff specialist in the areas of transit capital and operating financial plans, economic and financial analysis, and innovative financing initiatives for proposed major transit capital investments seeking funding from the CIG program.
  • Serve as the Contracting Officer’s Representative, managing financial contractors in support of financial reviews of proposed major capital investments.
  • Provide technical assistance to FTA managers and executives on a variety of assigned tasks and projects in the areas of transit financial planning, analysis, assessment and project evaluation and policy development.
  • Prepare technical, policy, and procedural guidance and facilitates formal training sessions on these subjects to program and project stakeholders.
  • Respond to inquiries from transit agencies, local, state, and other Federal agencies, members of Congress, and other project and program stakeholders, and communicates orally and in writing with transportation officials at all levels on a variety of issues related to the development of major transit capital investments.

The ideal candidate should have experience developing transit capital and operating financial plans, conducting economic and financial analysis of transportation projects or programs, and implementing or evaluating innovative financing initiatives.

CONDITIONS OF EMPLOYMENT:

Qualifications

For the 1160 series, specialized experience that demonstrated a knowledge of corporate finance and the financial and management structure, operations, and practices of corporate and other organizations is required.

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11, and it must include:

  • Experience related to financing large transit capital infrastructure projects, and the operation and maintenance of transit systems.
  • Experience applying transportation and financial rules and regulations, and supporting work developed in a multi-disciplinary team setting.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:

  • Experience related to financing large transit capital infrastructure projects, and the operation and maintenance of transit systems.
  • Experience applying transportation and financial rules and regulations, and supporting work developed in a multi-disciplinary team setting.
  • Experience developing and administering innovative transit financing initiatives, USDOT loans, or infrastructure public private partnerships.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis

Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data

Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
