Duties

Help

  • Prepares and initiates a full range of personnel actions. Request and assemble all required documents for specific personnel actions. Checks accuracy and follows up on due dates. Prepares, submits, and monitors personnel actions to ensure compliance with personnel regulations and completeness of information. Performs work in automated systems and databases such as Microsoft Office Suite, FPPS, Quicktime, Concur, and other automated systems.
  • Creates and delivers presentations following established lesson plans for routing administrative support subjects; recommends changes in presentation content or various aspects of HR development program.
  • Conducts recruitment activities, review applications, take appropriate actions upon selection and advise selecting official on hiring procedures and requirements. Contacts individual employees or supervisors to resolve questions before initiating actions.
  • Participates on administrative and management studies and projects. Researches ongoing and projected programmatic activities including administrative guidelines, procedures, utilization of human resources, work assignments, delegations of authority, management controls, information and documentation systems, etc. Reviews information, reconciles conflicting data, analyzes and evaluates findings, and drafts recommendations for more efficient, effective and economical ways to meet workload and program goals.
  • Establishes and maintains tracking systems and procedures for the office administrative activities which include records management, general correspondence, records for staff acquisition, tracking procurement actions, congressional, directorate level policies, etc. Assists in establishing and maintaining an office file plan for subject-matter files.

Qualifications

At the GS-07 level, you must meet the following qualification:

Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is applying standard HR rules, procedures and operations concerning recruitment and staffing, HR development, and performance management. Applying qualitative and quantitative techniques and the principles of analysis and research in order to assist in completing studies and research and advise management regarding improved business and management practices and ongoing and projected programmatic activities. Providing customer service, researching, applying regulations and instructions, use an automated database system to input and extract data. Understands the rules, regulations, and processes related to HR and maintain the confidentiality of all sensitive matters. Uses personal computers and software applications. Communicates orally and in writing in order to prepare reports and correspondence and to present and share information.

Must successfully completed at least one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.
OR
Must successfully completed of a Bachelor's degree from an accredited college or university with major study, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.)2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership. Failure to provide your transcript will result in an ineligible rating).
OR

Must have a combination of specialized experience and graduate education as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
