Duties

Help
  • Performs a variety of analytical work involved in identifying, researching, analyzing, and monitoring financial management records.
  • Reviews and reconciles internal reports produced by the financial management systems to determine compatibility at prior month?s status and processes adjustments to correct or update reports.
  • Assists in the evaluation of administrative operations, policies, procedures, and internal controls of financial operations to prevent and detect deficiencies in the operation of financial management areas.
  • Assists with budget formulation, presentations, reviews, tracks, and monitors various performance measures and standards including CIGIE performance measures, membership performance measures and academy performance measures.
  • Maintains financial and management internal controls in accordance with the OMB Circular A-123.

Qualifications

At the GS-09 level, you must meet the following qualification:

Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is Applying commonly used concepts, principles, practices, laws, and regulations of financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the Federal government. Using accounting systems impacting customer operations and expenses or related customer activities/accounts. Using computers to accomplish financial analysis tasks, including word-processing, and spreadsheet applications. Applying analytical methods and complex financial management theories, principles, and practices sufficient to work independently on assignments. Developing performance metrics that measure "zonal" financial management program performance. Working productively and cooperatively with senior agency managers. Communicating effectively, both orally and in writing.

Must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field or LL.B or J.D. from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. Must have completed a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree beyond one (1) year (18 semester hours) and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
