Summary

This position is located in the Division of Sealift Operations and Emergency Response, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).
This position will assist program management and complete projects relating to policies for administering ship operations functions in the National Defense Reserve Fleet (NDRF) program and the Ready Reserve Force (RRF)

Duties

Help

As a Transportation Operations Specialist, you will:

  • Conduct studies and analyses of National Defense Reserve Fleet program objectives, policies, actual or potential problem areas, economic and political trend impact situations, and other similar management concerns that affect the ability of management to achieve a successful mission.
  • Provide support to the Maritime Coordination Center during national emergencies and crises.
  • Develop new or substantially modified ship operations processes, resources estimates and utilization, program/project balances, and other related aspects of the organization's program/project which strongly influence or change the way objectives are achieved.
  • Collaborate with the Program Manager and other team officials in developing assigned guidance criteria pertaining to National Defense Reserve Fleet and Ready Reserve Force requirements, research projects, procurement, training, maintenance, support, and mission costs.
  • Conduct briefings and reports with representatives of cognizant NDRF program responsibilities to establish cooperative ship operations project relationships; present critical observations, findings, and recommendations for substantial changes in customary management operations, and deal with participating personnel and managers regarding the employee's proposed corrective actions and other suggestions for improving future operations.

The ideal candidate will have a background in marine transportation, preferably with experience sailing as a licensed Deck Officer on a USCG Merchant Mariner Credential. The candidate will have experience working with the Department of Defense and other government agencies. The candidate will have experience working with personnel of various backgrounds and levels of experience, standing watch on a regular basis, presenting information both orally and in writing, writing reports and evaluations, and working with standardized processes and process improvement techniques.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TEST: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Failure or refusal to take a drug test may result in disciplinary action up to and including removal from federal service

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience in planning, and cargo movements, formulating ship schedules, analyzing and evaluating cargo lift capabilities, and formulating budgetary estimates of cargo transportation costs.
  • Experience using the full Microsoft Office suite of programs, vessel management software, and SharePoint.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in planning and directing cargo movements, formulating ship schedules, analyzing and evaluating cargo lift capabilities, and formulating budgetary estimates of cargo transportation costs.
  • Experience with data gathering, data storage, data analysis, and data interpretation in order to to prepare comprehensive and informative reports to senior staff.

Individual Occupational Requirement:

Education

Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.
