As a Post Doctoral Reseach Fellowship within the St. Petersburg Coastal & Marine Science Center; Candidate driven proposals.

The USGS St. Petersburg Coastal & Marine Science Center invites candidates to propose a project that fills knowledge gaps identified by a USGS John Wesley Powell Center for Analysis and Synthesis working group (https://www.usgs.gov/centers/john-wesley-powell-center-for-analysis-and-synthesis/science/beyond-waves-and-shifting-sand) and advance understanding of coastal ecogeomorphological state change on barrier islands using, for example, observations from geospatial products (e.g., unmanned aerial system imagery, satellite imagery, lidar, etc.) and/or landscape modeling approaches. The proposed research project should focus on ecogeomorphological change on barrier islands. The proposal should include a description of how the research will leverage existing data and/or what data will need to be collected. The proposed project should reflect considerable expertise in the acquisition, analysis, and interpretation of coastal and marine ecogeomorphological and/or geospatial data. The proposal should characterize coastal environments and processes that cross disciplinary boundaries while also integrating ecogeomorphological data in novel ways in order to understand how an island's ecogeomorphological characteristics may impact its resilience to extreme storms and/or sea-level rise.

Areas of Ph.D.: Geography, Ecology, Physical Science, or related fields (candidates holding a Ph.D. in other disciplines but with knowledge and skills relevant to the Research Opportunity may be considered).

Physical/Environmental Demands:
Because this opportunity allows for a candidate driven proposals that span the range of work in the St. Petersburg Coastal & Marine Science Center, the physical and environmental demands may cover a wide range. Many proposals will only require working in an office environment. Others may involve field work that includes physical exertion such as walking over wet, rough, uneven or rocky surfaces; and bending, crouching, stooping, stretching, reaching, or similar activities in adverse weather conditions, such as high winds and low or high temperatures; while carrying loads up to 50 pounds.

Qualifications

The USGS Postdoctoral Research Fellowship Program provides highly motivated recent Ph.D. graduates with the opportunity to conduct concentrated research in association with selected USGS Scientists, as a final element to their formal career preparation. Selectees will utilize the excellent scientific resources available at the USGS in the conduct of scientific investigations and exploratory development associated with advanced scientific research. This program will provide selectees the opportunity to contribute to the overall research efforts of the USGS and in turn they will gain excellent professional research experience early in their careers.

Appointments under the USGS Postdoctoral Research Fellowship Program will be made under the Schedule A, 213.3102 (r) excepted appointing authority for a minimum period of 13 months and may be extended up to a maximum period of 4 years.

In order to be considered for these opportunities, candidates must:

(1) have successfully completed a Ph.D. in a field related to the Research Description no earlier than March 31st 2019 (5 years before the announcement opening date); OR
(2) if close to completion, have all Ph.D. requirements completed and must submit proof of completion prior to receiving an official start date;
(3) meet the qualification requirements described in the Research Opportunity. The research proposal submitted must demonstrate that the applicant is equipped with the knowledge, skills, and abilities to successfully perform the duties for the specific Research Opportunity.

Geographer
BASIC EDUCATION REQUIREMENT: Applicants must meet 1 or 2 below to satisfy the basic education requirement for Geographer, all grade levels.
A. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
**OR
B. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. Ecologist
BASIC EDUCATION REQUIREMENT: Applicants must meet A below to satisfy the basic education requirement for Ecologist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester hours or the equivalent in basic and applied biological sciences. These hours must have included at least 9 semester hours or the equivalent in ecology, and 12 semester hours or the equivalent in physical and mathematical sciences.

Physical Scientist
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
**OR
B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. GS-12:
In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-12 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-11 level in the Federal service, and if it equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of such experience may include planning and executing complex physical science studies, which usually involved intensive investigations into recognized phenomena. This work typically involved conventional methods and techniques though it required going beyond clear precedents and required adapting methods to the problems at hand and interpreting findings in terms of their scientific significance. At this level the geographer, ecologist, physical scientists, geologist, or oceanographer, must have the ability to independently perform scientific work of considerable difficulty.

Other Examples of GS-11 level work may include: 1) design, development and conduct of protocols to analyze spatial and temporal data; 2) conduct of sampling, experimental design, statistical analyses 3) independent planning and conduct of comprehensive studies/investigations and requests for proposals; 4) modifying and adapting standard l techniques and procedures; 5) serving as a technical resource; 6) design and management of projects, studies to provide an understanding of the effects of environmental perturbations in study areas.
