Duties

Help

The Deputy Procurement Executive position will report to the Judiciary Procurement Executive in the Procurement Management Division (PMD), Finance and Procurement Office (FPO). The incumbent will help administer the Federal Judiciary's procurement program by serving as the principal advisor to the Procurement Executive and managing all aspects of PMD's day-to-day operations. The incumbent will support the Procurement Executive in the management of a comprehensive procurement program for the entire Federal Judiciary, which includes leading and supervising three operational contracting branches and one acquisition policy branch, recommending and implementing new acquisition initiatives, reviewing AO-specific and Judiciary-wide contracting policies and procedures, and recommending improvements and best practices to the Procurement Executive to support the transformation of federal procurement throughout the Judicial Branch of the Government.

The duties of this position include, but are not limited to:

  1. Supporting the Procurement Executive by carrying out a broad range of advisory and operational services directly supporting procurement activities at the AO and federal court units located throughout the nation.
  2. Making recommendations on administrative matters such as customer support and engagement, organizational structure, personnel matters, budget and staffing resource distribution, and improved methods of operation, and policy development and implementation.
  3. Serving as the Procurement Executive's designee at meetings and on various working groups, advisory councils, and other governance bodies.
  4. Creating and presenting briefings, acquisition updates, and regular status reports to the Procurement Executive and to other senior officials.
  5. Conducting special analytical studies of acquisition programs and contracting vehicles.
  6. Leading and supervising the work of a diverse and professional staff, providing staff with guidance in contract management functions essential to effective procurement operations, and ensuring procurement activities are in accordance with the laws, regulations, and policies governing the Federal Judiciary.
  7. Maintaining abreast of current, pending, and new legislation relevant to federal procurement to ensure that Judiciary policies and procedures remain relevant and in compliance with applicable statutes.
  8. Maintaining abreast of current, pending, and regulatory changes in federal procurement in other branches of Government to advise on the need for adoption by the Judiciary.
  9. Advising on the need for revision or development of AO and Judiciary acquisition policies.
  10. Maintaining oversight over various procurement-related programs, such as the AO's contracting officer and contracting officer's representative certification programs.
  11. Ensuring best-in-class customer service in the administration of procurement and acquisition services to the Judiciary's stakeholders.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Leading a procurement function, leading a staff of contract professionals, leading procurement programs, or leading the development of acquisition policies of significant impact;
  • Executing or supporting a broad range of advisory, operational, and or policy services for procurement-related functions or programs; and
  • Making recommendations on matters such as customer support and engagement, organizational structure, personnel matters, budget, or staffing resource distribution.
Certification:The most competitive applicants for this position are those holding the Federal Acquisition Certification in Contracting (FAC-C) Professional who completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023, and those having achieved Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III. Applicants holding industry certifications based on the National Contract Management Association's (NCMA) Contract Management Standardâ„¢ Publication will be considered competitive for this position also. Education

In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.

Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
