Duties

This position is located at Department of Commerce OIG,Office of Audit and Evaluation- Satellites, Property and Information Technology. As a Program Analyst, you will analyze, evaluate, and report on complex, technology-intensive programs and make recommendations for improvement in the effectiveness and efficiency of work operations.

As a Program Analyst, you will:

  • Determine data requirements and analysis methods using expert knowledge of OIG mission, programs, and organizational relationships to develop and satisfy audit objectives in a timely manner.
  • Analyze administrative, technical, and management performance data obtained during the course of audits involving complex systems, operations, programs, plans, and acquisitions.
  • Evaluate agency and program performance with respect to appropriate criteria such as legislation, industry benchmarks, and policies, strategies, or plans of the Department, agency, or program.
  • Develop assessments or assess reported performance measures in areas such as cost trends, schedule performance, and satisfaction of mission performance requirements.
  • Communicate complex technical and administrative matters with a wide range of stakeholders to include all levels of management, auditors, auditees, and other professionals and contractors as needed to facilitate mutual understanding of assigned function areas while using proper handling of sensitive data.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experiencefor this position includes analyzing, evaluating, and reporting on technology-intensive programs or projects; assessing operational effectiveness or efficiency; and providing recommendations for improvement.

Examples of such experience may include:
  • Leading or making significant contributions to analyzing, evaluating, and recommending improvements to agency policies, acquisition processes, operational activities, or information technology systems; OR
  • Developing and documenting analytic conclusions as applied to solving problems related to technology-intensive programs, plans, systems, or operations; OR
  • Performing system/acquisition milestone reviews, gate reviews, or other formal process reviews, for example: system reviews (SDR, SRR), design reviews (PDR, CDR), or readiness reviews (MOR, ORR).
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
