Summary

The Lead Maritime Safety and Social Responsibility Analyst:
Analyzes, develops, establishes, and administers various SASH policy and strategic engagement initiatives with industry and federal stakeholders related to merchant mariner training and education while aboard commercial vessels for training and licensing requirements.
Implements and administers the Cadet Training and Safety standards.
Supports special projects assigned by the Director Office of Cadet Training and Safety or DAAMET to ensure they are carried out successfully and in accordance with the best practices of Project Management while complying fully with Maritime Administration strategies, goals, and Participates in special projects and initiatives. Performs SASH and Social Responsibility special assignments.
Identifies the need for special projects and initiates milestones and Evaluates reports by analyzing facts and conducting appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization or agency.
Assists the Director with development and implementation of process improvement, internal review, and quality assurance activities to enhance program excellence in all program areas and Solicits feedback and concerns from program officials, employees, contractors, and customers to identify processes which could benefit from application of quality principles and submits improvement recommendations to program managers. Implements strategies and plans to introduce a quality culture, process improvement system, and quality system concepts and methodologies into Agency operations and processes.
Provides innovative and expert planning and advice for areas of Provides authoritative advisory service and/or develops authoritative policy interpretations. Plans, organizes, and conducts research on complex policy and planning issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.
Develops responses to Congressional Prepares Office of Management and Budget (OMB) briefings, reports, and performance measures.
The ideal candidate must have demonstrated experience in directing policy development, strategic engagements, continuous process improvement initiatives, management analysis, independent internal reviews, and overseeing merchant mariner sexual assault sexual harassment and other workforce issues. The candidate must have the ability to analyze and develop solutions to resolve significant problems complicated by inter-relationships between various maritime industry and federal programs, systems, functions, policies and critical issues.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience working with the US Maritime Industry in any of the various associated sectors within the Marine Transportation System and experience as an auditor or a management-level role working with a vessel or company Safety Management System or Quality Management System following the International Safety Management Code (ISM Code).
Experience developing training needs assessments and recommendations for program implementation and improvements and analyze, develop, establish, and administer maritime workforce related programs and policy such as Sexual Assault Sexual Harassment prevention & response or strategic engagement initiatives with industry and federal stakeholders.
Experience improving program implementation and administration providing program direction and leading project management, developing procedures to increase program effectiveness and lasting value and applying the principles and concepts of quality assurance, project management, and problem identification.
Experience using effective written and oral communication with senior officials from public and private organizations, diverse stakeholders with competing interests, building consensus to accomplish goals and represent the Agency successfully.
