Duties

Help

As a Strategic Workforce Planner, you will:

  • Build a steady pipeline to improve and modernize data and information systems for Division of Health Informatics and Surveillance (DHIS) by identifying, attracting, and recruiting top technical talent from the private sector.
  • Develop and execute a talent management strategy designed to bring senior leaders and nonsupervisory staff with the right skills to deliver world-class technical services into DHIS.
  • Identify potential candidates, review applications for completeness, conduct pre-employment interviews, and advise on employment and career opportunities,
  • hiring process and application requirements.
  • Utilize and analyze a variety of data and information to identify trends, and critical problems and issues that affect DHIS' ability to modernize and improve the public health infrastructure.
  • Forecast needs and resources and develops a recruitment plan.
  • Develop specific projects and/or studies, and analyze best practices related to diversity, outreach and recruitment.
  • Refine the workforce strategy, based on interaction with other agencies, leadership, key stakeholders, and other external partners.

  • This is a term position not two exceed two years and may be extended at the discretion of program officials. Term appointments may be shortened or extended up to a maximum of four years based on the needs of the agency without further competition. Subsequent employment for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.
  • Note: This a Term Appointment Not-to-Exceed 2 Years. At management's discretion, term appointment may be shortened or extended up to a maximum of 3-years based on the needs of the agency without further competition.

CONTINUATION OF REQUIREMENTS:

  • In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring.

Minimum Qualifications:

Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include identifying and recruiting technical talent for data, surveillance, analytic, and technology services and projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Positions may be available in multiple locations across the United States, or eligible for telework and remote work opportunities, based on the Center for Disease Control and Prevention's (CDC's) Workplace Flexibilities Policy.

The salary listed is Rest of U.S. (RUS). Locality pay will be adjusted to reflect location negotiated after selection. If selected, you will be required to sign a Workplace Flexibilities Agreement. Find more information on locality and pay scales.

This position has been designated as remote and may be eligible for inclusion in the Bargaining Unit.The name of the union, Local and BU Codes will be provided upon selection.

Additional selections may be made within the same geographical location CDC-wide.
