Duties

Help

  • Oversees and coordinates with the Branch Chief, the development of 3R cases (recruitment, retention and relocation), Advanced Rate of Pay (ARP), and Creditable Service for Annual Leave (CSAL).
  • Conducts in-depth studies, reviews, evaluations, and assessments of administrative management issues, proposals, and programs, identifies and proposes solutions.
  • Prepares a variety of comprehensive status reports, management summaries, and briefing papers.
  • Ensures consistency of internal operating policies and pay equity; manages the Institute's Tenure and Promotion Committee and Title 42 Institute Standing Committee and coordinates and assists in the development of Title 42 pay adjustments.
  • Manages Title 42 actions to include review and monitoring of NIMH's use of Title 42 personnel authorities within guidelines and directives set forth by DHHS and the NIH.
  • Participates in developing and implementing a comprehensive plan to identify areas of workforce underrepresentation, to include barriers and retention issues.
  • Assures that appropriate assessments, training and education of staff to meet personal and organizational goals are readily available to Institute employees.
  • Plans, assigns, and directs the work of subordinates, and determines priorities and quality of work.
  • Provides advice and counsels Institute and Division leadership and employees on workforce and administrative matters.

Qualifications

You may qualify for the Supervisory Management Analyst, GS-0343-14, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: advising on recruitment and pay actions that require approval beyond the normal chain of command; leading in-depth studies and evaluations of issues relating to administrative management, proposals, and programs; preparing a variety of reports identifying findings and recommendations of efficiency in accomplishing program objectives; developing and implementing programmatic and organizational strategies and goals; advising management on HR related issues such as pay equity, incentives, onboarding or equal employment opportunity.

***Preferred candidate will possess experience in managing the review of personnel actions and documents related but not limited to: Title 42, Title 38, Physicians Special Pay, Exceptional Pay Adjustments and Recruitment, Retention and Relocation incentives.
