Duties

Individuals are encouraged to apply who can lead and manage all components of integrated human resources programs within the NIMH Human Capital Section including Human Capital Strategy; EEO, Civil, Labor Relations, and Reasonable Accommodations; Payroll/Timekeeping, ITAS Administration, and Leave Programs; Benefits Administration and Retirement; Performance Management, (Executive, Title 42 & General Schedule (GS) employees) and Performance Awards (Compliance); and Workplace Flexibilities (e.g., telework, remote and local-remote, alternate work schedules, compressed schedules). The responsibilities of the Human Capital Section also include the management of all assigned timekeepers for the Institute and working collaboratively across NIH/NIMH to produce timely results. The selectee will have the opportunity to participate in planning sessions, provide management-oriented expertise in discussions of innovative approaches to processes, develop new programs and trainings, and provide expert advice on the administrative and management implications of policy and program proposals to NIMH Senior Leadership.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading in-depth studies and evaluations of issues relating to administrative management, proposals, and programs; preparing a variety of reports identifying findings and recommendations of efficiency in accomplishing program objectives; developing and implementing programmatic and organizational strategies and goals; advising management on Human Capital-related issues such as workplace flexibilities, student loan repayment, performance and conduct concerns, and performance evaluation.

  • This position is eligible for local remote work, a position designation where onsite presence is required only on an irregular or infrequent basis, not to exceed two days or 16 hours every two weeks.
