  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serves as primary Budget Analyst within the OCFO for interfacing and integrating across the Center in support of Headquarters Mission Directorates and projects, as assigned. Integrates data across multiple organizations and Centers.
  • Executes in-depth data integration and analysis and develops robust products and explanations regarding the resources data, trends, future projections.
  • Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Anticipates customer needs and issues, solves problems real-time, and delivers the appropriate products, solutions, and thoroughly analyzed and well-developed strategic recommendations to management.
  • Operates systems, researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve products and services, often recommending changes or improvements.
  • Fosters an established environment and culture of trust, respect, collaboration, agility, creativity, and excellence across community and internal and external stakeholders.
  • Meets constantly changing deadlines, accepts new assignments without exact requirements, delivers to a high level of completeness and accuracy, and makes recommendations that positively impact Center or Agency processes.
  • Manages/controls budget formulation and execution activities and interprets Planning, Programming, Budgeting, and Execution (PPBE) guidance according to Federal, Agency, and Center regulations, directives, and policies.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level

  • Applying or assisting with budget analyst concepts related to formulation, development, integration and execution products;
  • Utilizing an accounting system to monitor and track data pertaining to the organization's budget; and
  • Reviewing financial data and budget reports.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
  • Applying concepts of budget formulation, development, integration and execution to develop or provide products and deliverables to a customer;
  • Supporting the development of budget estimates and monitoring actual expenses; and
  • Assisting with the implementation of corrective actions and/or making recommendation to resolve budgetary discrepancies using resources/financial management systems or tools.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Delivering budget formulation, development, and execution products and deliverables, as well as integration of such products across multiple organizations;
  • Overseeing budget requests for conformance with program and functional requirements and recommending appropriate allocations; and
  • Presenting program budget briefings to senior officials in order to disseminate up-to-date program data.
