Overview

The Regional Commissioner (RC) manages several hundred Federal personnel, a large annual operating, leasing and capital budget, and the operations, maintenance and construction of Federal office space, United States courthouses, land ports of entry, state-of-the-art laboratories, and warehouses within their region. The RC is accountable for positive customer experiences, successful business and policy outcomes, and fostering a culture of innovation and excellence among regional staff.

Further, the RC is responsible for the following:

  • Provides leadership, accountability and direction in the planning, development, implementation, and administration of critical PBS initiatives for the region, including efforts to: right-size the Federal real estate portfolio by improving office space utilization; introduce Federal tenants to modern open floor plans; and improve energy efficiency by leveraging state-of-the-art facilities management technology to make informed building management decisions.
  • Using a metrics-driven approach to management, the individual implements national business measures for regional programs, and sets additional specific regional goals. The RC holds the region accountable for adherence to Federal laws, regulations, and GSA policies.
  • Serves as the top customer relationship manager in the region, ensuring responsiveness and high quality project delivery.
  • Responsible for preparing and executing annual and long-term plans and budgets for PBS programs within the region, consistent with established national policies.
  • Directs program need and workload assessments and develops appropriate resource strategies to ensure successful program execution, making often difficult resource allocation decisions.
  • Ensures accountability and transparency in financial planning, decision-making and reporting, and ensures sound investment of government financial resources and integrity of the Federal acquisition process.
  • Accountable for maintaining an outcomes-oriented workplace, a sustainable workplace, a place people want to work, and an organization that engages and inspires its employees.
  • Establishes and maintains a collaborative culture in which business lines work together to exceed customer expectations and encourage PBS employees to employ their own and the organization's collective expertise to respond to customer requirements, set expectations, and deliver a high quality and sustainable workspace.
  • Represents the region and the Regional Administrator as well as PBS and the PBS Commissioner with regional Federal agencies, members of Congress, members of the Federal Judiciary, local government officials, planning groups, contractors, and the general public.
  • Serves as the top advisor to the Regional Administrator, PBS Commissioner, and other GSA officials on all matters relating to public buildings and real property programs in the region. The individual helps to maintain positive relationships with community and business organizations, the general public, and local, state, and Federal government representatives.

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grants you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES (MTC's):

  1. Demonstrated experience managing and leading a complex, multifaceted real property organization, through continual, metrics-based evaluation and appraisal of goals and objectives, in one or more of the following elements: asset management and strategy; design and construction; leasing; facilities management; and customer relations.
  2. Demonstrated ability to work cooperatively with other programs and officials in providing the highest levels of customer focus and satisfaction; ability to build positive relationships with, and effectively present, defend, or negotiate major real property plans, strategies, and decisions with a broad range of executive level decision-makers, stakeholders and customers. 


MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

1.  Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2.  Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3.  Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4.  Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TELEWORK:  GSA supports the use of telework as a way to help attract and keep talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.  Telework by Federal employees also reduces energy use, greenhouse gas emissions, and traffic congestion.  At the discretion of the supervisor this position may be designated as telework eligible. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Applicants determined to be highly qualified may undergo an interview, other assessments and a reference check and may be required to provide a writing sample, work plan or other written product. If selected, you must be certified by an Office of Personnel Management (OPM) Qualifications Review Board (QRB), unless you are a current career SES member, former career SES member with SES career reinstatement eligibility, or have successfully completed an OPM-approved SES Candidate Development Program (SES CDP). You must receive QRB certification before you can be appointed to this position.
