This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).
This position is established to assist in a wide variety of electrical inspections, tests, trouble-shooting, repairs, splicing (high, medium, and low voltage), power distribution, maintenance and installation of high voltage power distribution systems.
Summary
This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).
This position is established to assist in a wide variety of electrical inspections, tests, trouble-shooting, repairs, splicing (high, medium, and low voltage), power distribution, maintenance and installation of high voltage power distribution systems.
Assists in operating, distributing and maintaining the high voltage power distribution systems, 480VAC, 220VAC, 110 VAC, 220 VDC, 110 VDC, 24 VDC and 12 VDC systems for Fleet electrical requirements.
Assists in performing maintenance, testing, installation of new components, trouble-shooting, cable splicing, PLN connector assembly, lock out- tag out requirements.
Assists in performing all types of high and low voltage cable splicing which includes above ground, underground, underwater performed on a floating barge and shipboard.
Interprets wiring diagrams, engineering drawings, electrical maintenance manuals, and other manufacturers instructional manuals for high voltage power distribution systems (from 4,000 to 13,200VAC), 480 VAC, 220 VAC, 110 VAC, 220 VDC, 110 VDC, 24 VDC and 12 VDC equipment.
Assists in the fabrication, installation, trouble-shooting, taking hull potential readings, relative humidity readings, and repairing cathodic protection systems, dehumidification systems, flood alarm systems, fire alarm systems, intrusion alarm systems, and other electrically operated preservation systems as required.
Performs electrical system and equipment maintenance and repair aboard ships, fleet service craft, and around the facility when directed.
Assists with the installation, connection, and energizing of the various independent electrical systems installed on the ships from sources as floating power barges, diesel generators and shore power to provide electric power to ship's switchboard, or independent systems such as fire and flooding alarms, preservation systems, or to any independent power needs such as an anchor windlass.
The ideal candidate should possess knowledge of OSHA safety requirements and NEC requirements associated with the various electrical systems.

CONDITIONS OF EMPLOYMENT:

PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.
To qualify for the WG-08, your experience should include experience equal or equivalent to the following:
Experience assisting in operating Vacuum Switches, power distribution centers, control power transformers, electrical lockouts, mechanical lockouts, time over current relays, instantaneous ground sensors, ground monitor relays and all other electrical components associated with these types of electrical systems.

PHYSICAL EFFORT: The employee may be required to work in tiring or uncomfortable positions. The work requires frequent standing, bending, reaching, stretching, climbing vertical ladders (up to 50 feet), and crouching. Additionally, may work on top of, under, or in tight compartments in cramped or awkward positions. May perform strenuous work while standing, lying, or sitting. The work requires frequent lifting and carrying of items weighing up to fifty (50) pounds, without assistance, and exerting of similar effort in pushing, pulling, and positioning parts, assemblies and equipment is required. Heavier items must frequently be lifted or moved with the assistance of other workers, or with lifting devices such as jacks, hoists, and cranes. The employee is sometimes required to work from ladders or work platforms at varying heights and is also required to work from skiffs, small craft, and floating barges.
WORKING CONDITIONS: Work is performed both indoors and outside. The employee is subject to prevailing weather conditions, extreme temperature, wet, and/or icy conditions when working outside. The employee is subject to irritations and discomfort from dust, grease, heat, and fumes when working either inside or outside. Incumbent works in spaces containing installed asbestos. The employee is subject to cuts, bums, chemical irritations, bruises, electrical shock, and other injuries resulting from falls or hazards of the occupation when making repairs, or when positioning and/or moving equipment. The employee must follow prescribed safety practices, and use appropriate safety equipment (e.g., protective ear devices, hard hats, hard-toe shoes, gloves, respirators, protective clothing, etc.), which is provided. Some safety items may be uncomfortable to wear, or may be required to be worn for prolonged periods of time. The working environment is typical of, and includes all the hazards of, a shipboard, shipyard, and/or marine - environment, including working in adverse climatic conditions and on slippery decks.
