The incumbent serves as a Human Resources Specialist located in the Office of Human Resources (OHR), Office of Deputy Staff Director (DSD) for Management and Administration, Federal Election Commission. The OHR is a dynamic, team-oriented environment of dedicated professionals focused on providing excellent human resource services to all agency employees.

As the Human Resources Specialist, GS-0201-11, in this position, you will:

  • perform HR processing for the agency's processing programs
  • resolve personnel issues and determine applicable personnel flexibilities
  • participate in conducting regular reviews and audits of personnel data
  • create project plans to correct or enhance existing agency data
  • assist with surveys and evaluate existing agency personnel data sources
  • handle data requests
  • serve as agency-wide training Specialist
As the Human Resources Specialist, GS-0201-12, in this position, you will:
  • serve as FEC Lead for the agency's processing programs
  • conduct regular reviews and audits of data
  • create project plans to correct or enhance existing agency data
  • review surveys and evaluate existing agency personnel data sources
  • create and/or update personnel reports based on program, auditing, or special project needs
  • work with Office of the Chief Information Officer (OCIO), National Finances Center (NFC), Office of Personnel Management (OPM), and other entities to modernize OHR data, analysis, and reporting
  • conduct workforce analyses, skill gap analyses, and risk assessments
  • serve as agency-wide training Manager
As the Human Resources Specialist, GS-0201-13, in this position, you will:
  • independently administer the agency's processing programs
  • serve as a consultant, advisor, and subject matter expert to FEC leaders, management OHR, and staff on all aspects of personnel programs
  • conduct regular reviews and audits of data
  • create project plans to correct or enhance existing agency data
  • develop surveys and evaluate existing agency personnel data sources
  • research complex pay and personnel policy questions
  • prepare documentation and/or updates to agency policies and procedures
  • create workforce surveys and exit interviews
  • facilitate focus groups to gather workforce data
  • conduct quantitative and qualitative analyses
  • draft reports for Commissioners and senior leadership
  • conduct workforce analyses, skill gap analyses, and risk assessments
  • serve as agency-wide training program manager
  • lead intra-agency teams working on training initiatives

Qualifications

Qualifications for GS-0201-11:
A. Have one full year of specialized experience demonstrating Human Resources personnel processing, training and/or information systems. This experience must be comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained either in private or public sectors), and must include activities such as: (1) processing personnel and pay actions in an automated HR information system according to agency policy; (2) researching pay and personnel policy questions in order to provide accurate recommendations to HR leadership; (3) conducting workforce analyses, skill gap analyses, and/or risk assessments in order to assist with drafting plans for filling those gaps; and (4) advising agency leadership on various HR programs to include pay administration, Fair Labor Standards Act, collective bargaining agreements and/or agency personnel instructions.

B. Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate level education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Note: You must submit a copy of your graduate transcripts with your application.

C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.

Qualifications for GS-0201-12:
Have one full year of specialized experience in Human Resources personnel processing, training programs and/or HR data analysis. This experience must be comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors), and must include activities such as: (1) overseeing the areas of personnel processing, training programs, and/or data analysis of assigned HR programs; (2) preparing documentation and/or updates to agency HR policies and procedures; (3) resolving pay and/or personnel cases independently and according to established policies, guidelines, and practices; (4) creating and/or updating personnel reports based on program, auditing, or special project needs.

Qualifications for GS-0201-13:
Have one full year of specialized experience in Human Resources personnel processing, training and/or information systems. This experience must be comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in private or public sectors), and must include activities such as: (1) administering independently an agency's HR processing program; (2) serving as the subject matter expert on complex personnel issues and personnel flexibilities; (3) establishing HR development opportunities and/or training in a variety of budget environments, including creatively using agency resources during times of budget constraints; and (4) facilitating focus groups to gather workforce data, in order to conduct quantitative and qualitative analyses.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

  • Technical Competence: Knowledge of federal personnel laws, regulations, OPM guidance, and programs that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, analyzes, and evaluates technical information related to the job; advises others on technical issues.
  • Analysis: Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry, specify requirements, and evaluate information, diagnose problems or errors, and make recommendations; includes ability to conduct qualitative and quantitative analysis.
  • Problem Solving: Identifies root problems; determines accuracy and relevance of information; gathers data; uses sound judgment to generate and evaluate alternatives; understandings competing interests, resource allocations, and limitations; innovates; makes actionable recommendations.
  • Communication: Gives information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; writes memos, emails, and reports that are accurate, clear, and convincing.
  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Workload Management: Manages multiple projects, tasks, and competing priorities. Effectively prioritizes duties based on critical nature and requestor. Experienced in effectively managing a large workload for multiple stakeholders.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The full performance level of this position is GS-0201-13. This position is developmental in nature. Upon meeting regulatory and performance requirements, the incumbent may be promoted non-competitively to the target level of GS-12.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. (Self-created transcripts will not be accepted).

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
