Supervisory and/or Managerial Responsibilities:
Supervises a group of employees performing work at various grade levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complains and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Management of Budget Operations:
Oversees and manages budget operations for an agency organization or program. Develops and manages the budget operation for an organization with multiple major subordinate components, each with diverse, multi-year, substantive programs. Develops policies and procedures that support the budget process. Manages budget formulation activities including the development of estimates, preparation of documents, and the presentation and defense of the budget before the Department, OMB, Congressional staff and other parties. Serves as the organization's authority on budget formulation matters, managing these activities for multi-year substantive programs. Participates in discussions and decisions regarding reprogramming actions; receives requests for major reprogramming; obtains necessary statistical and program data; considers requests in light of the overall budget program and makes recommendations as to whether the proposal should be accepted in its entirety, in part, or should be rejected; prepares reprogramming letters to the Congress; and justifies the request to committee staff.


Oversight of Management Planning and Analysis:
Directs the management and financial analysis of OIG programs. Oversees a staff responsible for performing these analyses in order to determine the impact of new or revised policies, procedures, programs and legislation on OIG programs and the agency's budget. Monitors the implementation and review of management planning and analysis functions including reviews of specific OIG business functions, management or programmatic structures.

Budget Execution Oversight:
Plans and implements agency-wide program and budget guidance governing the execution of budgets. Recommends policies that impact on substantive program goals and national priorities. Coordinates and integrates current and long-range financial planning data pertaining to the budgets of several major subordinate organizations with diverse programs and program needs and varying procurement, production, planning and scheduling, cost accounting, and financial and accounting systems. Analyzes, advises, and recommends solutions to budget formulation, justification, presentation, and execution problems related to multi-year appropriations.

Budget Formulation Oversight:
Provides administrative and policy direction in the formulation and justification of budgets for the OIG. Analyzes, plans, schedules, and coordinates all phases of budgeting needed to formulate the budgets for multi-year substantive programs having impact on the budgets and programs of such entities as other Federal agencies, State and local governments, major private industrial firms, and/or foreign countries. Continually modifies long range budget plans in accordance with changes in Congressional and Presidential program goals.

Budget Approval Process Management:
Presents and justifies the annual budget plan to top management officials and/or staff of congressional appropriations committees for an organization with multiple major subordinate components, each with diverse, multi-year, substantive programs. Prepares witnesses for the hearings and provides expert testimony. Handles the transcript and answers questions for the record after the hearings are concluded.

Budget Presentation Oversight:
Formulates and develops strategies for presenting program budgets to OMB and Congress. Prepares narrative and statistical evidence and justification in support of budget requests. Provides Members and committees of Congress with authoritative analysis, advice, and assistance on complex budget issues of national scope.

Grants Management Oversight:
Plans, oversees and issues grants to the States for the Medicaid Fraud Control Units (MFCU) and coordinates MFCU program and funding issues with the OIG Office of Evaluation and Inspections.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level, GS-14 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience providing oversight of a budget program as well as reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications;
  • Experience analyzing, combining, and consolidating budget estimates into a budget document that reflects the balanced, multi-year funding needs of the agency or organization;
  • Experience managing the formulation, justification, and execution of the budget for a major agency component; serving as the technical authority on budget formulation and execution; and
  • Experience synthesizing the budgetary work of program managers, subject matter experts and staff officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
