Duties

Help
  • Serves as a a staff level Civilian Human Resources (CHR) consultant by providing expert technical advice and assistance to program managers and employees.
  • Interprets directives, policies and regulations to develop, write, and review appropriate training materials.
  • Ensures compliance of current trends in CHR development and incorporating alternative methodologies for delivery and training as necessary.
  • Identifies problems, initiate solutions, and evaluate long-range impact on training development.
  • Evaluates and recommends training strategies on how resources are utilized to increase efficiency and align activities with the command vision.
  • Conducts CHR training by developing training guides, instructional methods, course materials, and training aids.
  • Ensures the training and development among all CHR disciplines are seamlessly linked and integrated and connect employees with the goals of the command.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-12: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience in applying civilian human resources (HR) regulations, policies, and guidance of civilian HR staffing services (i.e., recruitment/placement and position classification) to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; processing civilian awards and permanent change of station (PCS) orders; conducting reviews and analysis to identify operational problem areas and recommending solutions to improve the overall efficiency and quality of civilian human resources staffing services; and analyzing information and data extracted from various sources to develop persuasive and concise options for a senior leader decision package.

Specialized Experience GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in applying civilian human resources (HR) regulations, policies, and guidance of civilian HR staffing services (i.e., recruitment/placement and position classification) to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; developing standard operating procedures or guidance materials related to civilian staffing programs; conducting reviews and analysis to identify operational problem areas and recommending solutions to improve the overall efficiency and quality of civilian human resources staffing services; and analyzing information and data extracted from various sources to develop persuasive and concise options for a senior leader decision package.

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Selection can be made at GS-12 or GS-13 grade level.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
