Duties

Help

  • Plan, organize, and direct the activities of Professional Development Directorate (SAF/DID) within the Secretary of the Air Force Office of Diversity and Inclusion, ensuring that diversity, equity, inclusion, and accessibility education and training, and strategic outreach and engagement complies with legal and regulatory requirements and meets customer needs.
  • Exercise supervisory personnel management responsibilities.
  • Plan, implement, analyze, and evaluate DAF diversity, equity, inclusion, and accessibility opportunities/ programs and diversity, equity, inclusion, and accessibility-related issues regarding DAF members (Airmen and Guardians).
  • Manage, operate, and institute the collection of internal and external statistical information for the purpose of analyzing, planning, delivering, and evaluating world class diversity, equity, inclusion, & accessibility efforts that impact Airmen, Guardians, and their families.
  • Represent SAF/DI with a variety of installation and functional area organizations.

  • An advanced degree desired, preferably in Social Sciences, Sociology, Ethnic studies, Human Services, Human Relations, or DEIA Education (or an interdisciplinary degree combining any of these or related fields of study with
  • Cont. an emphasis on critical theory of social structures)
  • Two or more years of experience in leading MAJCOM/Field Command-wide (or equivalent) programs in cultural competence and DEIA practices is desired
  • Executive level experience in program development and management is preferred, ideally in positions of progressively higher responsibility; a high level of demonstrated personal initiative and leadership in significant group-oriented projects;
  • Cont. creative problem solving skills, and the ability to rapidly formulate and communicate decisions; experience in resource management and allocation to include programming and budgeting significant funds;
  • Cont. and the ability to present and defend independent positions on complex issues to sophisticated audiences
  • May occasionally be required to work other than normal duty hours which may include overtime and/or irregular hours

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes : (1) mastery of the principles and concepts of the field of culture, climate, diversity, equity, inclusion, and accessibility; (2) providing leadership with authoritative guidance, advice and assistance on complex, controversial and technical matters; (3) providing the Senior Leaders and Director with benchmarks and study findings that may be utilized Department of the Air Force (DAF)-wide; (4) knowledge of the problem-solving techniques of the field and legal framework surrounding issues; a high level of skill in interpreting laws, policies, and concepts within the program area, where accepted methods and principles are questioned or challenged; and resolving broad and difficult issues; (5) applying a broad and thorough knowledge of a wide range of accepted research methods such as conducting research and solving difficult managerial and diversity, equity, inclusion, and accessibility (DEIA) problems or issues; (6) making recommendations to change policy where needed and identifies practices that constitute barriers to diversity, equity, inclusion, and accessibility (DEIA).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and understanding of cultural and social issues and the impact on the workforce and to provide Diversity, Equity, Inclusion, & Accessibility advice to higher level management within the DAF (Air Force, Space Force, Guard, Reserve, Auxiliary Units).

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge in strategic planning, change management, and implementation processes to include relating objectives, goals, and initiatives to identified strategies. Knowledge of talent management, leading edge DEIA programs, practices, and procedures.

4. Skills to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing: recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience. Must maintain good working relations and skilled in fostering collaborative relationships both within and outside the organization.

5. Ability to develop a wide range of qualitative and quantitative methods for assessing and improving DEIA programs and policies and to synthesize information that may be of an ambiguous and/or complex nature and manage multiple projects simultaneously.

6. Ability to develop, organize, manage and/or conduct complex and ambiguous research studies, present findings, options, and recommendations to the executive level and to apply academic and industry best-practices to assess, develop, and implement DEIA-related policies & programs.

Conditions of Employment Continued:

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May be required to go TDY
  • May be required to perform other duties in support of the SECAF, USECAF, CSAF, CSO, MAJCOM and Field Command Staff during times of conflict or staffing shortages; may be required to perform duties in support of DEIA events, including escort duties of senior leadership and other duties as required.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
