Duties

Provides advice and guidance to resolve or implement policy issues that involve major areas of uncertainty in approach or methodology.

Prepares reports and/or written analyses regarding OJJDP policies and positions on difficult or complex matters.

Scans the field for emerging issues, innovations, best practices, and critical needs in order to inform program and budget development, legislative initiatives, and agency communication strategies and products.

Provides expert guidance in the resolution of complex problems or issues impacting DOJ programs, such as cross cutting Office of Juvenile Justice and Delinquency Prevention issues involving other federal agencies. Participates in the analysis of OJP-wide projects and programs.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-13 level include: Led or managed government programs and policies related to juvenile justice and delinquency prevention programs; Developed standards, regulations, or policies that impact agency wide programs relating to juvenile justice; and/or planned and developed strategies for maximizing the potential project opportunities through outreach, enhanced visibility and interactions with primary constituencies including Congress and juvenile justice interest groups.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Ability to communicate effectively other than in writing.
Ability to analyze organizational and operational problems and develop solutions.
Ability to provide advice and guidance on business and program management issues.
Ability to communicate in writing.
Ability to represent top management to a variety of groups.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
