Duties listed below are at the full performance level.
As a technical authority, formulates plans, policies and objectives and coordinates or develops annual and long-term management programs with the immediate manager, colleagues, other Forest Service staffs, other Federal and State officials.
Serves as an expert, advising managers at the agency level and below by interpreting broad related legislation requirements and developing policy guidelines for their implementation.
Develops and recommends national program policies, objectives, guidelines, handbooks, standards, and plans.
Recommendations are consistent with enabling legislation, agency goals and objectives that are based on sound scientific ecological principles, and the needs of program partners and cooperators.
Develop briefing materials to be presented to diverse audiences. Identifies and leverages linkages between Forest Service Research and Development and program management and delivery.
Promotes studies and the development of data that will help identify high potential program delivery areas and better focus program investments.
Advises and consults in all phases of priority setting to accomplish the assigned program with their manager/supervisor to determine which proposed activities should be initiated, dropped, and curtailed and when such actions should take place.
Conducts analysis and applies findings from comprehensive technical reviews of literature published within the agency, private industry and research institutions in the development of national program guidance, mission guidance, or directives.
Determines whether the concepts, theories, and practices developed by others can be utilized. Based upon the technical review, recommends attendant changes to existing rules or guidelines.
Identifies and acquires resources for the Washington, Regions, Stations and Area Offices? organizational mission.
Helps define and integrate that mission into programs within all Deputy Areas and levels of the Forest Service.
Oversees study projects to develop guidelines, standards and procedures for analyzing public needs, demands, and resource capabilities.
Leads assigned program performance accountability efforts, including enhancements to accountability databases, spatial accomplishment tracking tools, development of forest conditions reports, and strategies to improve performance measures.
Provides project management support and coordination. Identifies enhancements to improve program area and works with partners to develop strong and competitive projects.

Successful completion of one-year probationary period, unless previously served.

Basic Requirement:GS-0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience in the amounts listed below.
Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Provided technical leadership in planning, scheduling, coordinating, reviewing, and reporting on a natural resource management program; and/or Participated in strategic planning efforts and directed implementation activities within a natural resource management program area to support and achieve objectives; and/or Prepared environmental analysis documents, management plans and other reports and provided review and recommendations for these documents for management consideration; and/or Facilitated the development of partnerships, agreements and grant proposals to meet program and mission objectives.
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following: Provided leadership and/or guidance in the management of a natural resource related program; and/or Coordinated assigned natural resource program and plans with other resource management functions; and/or Provided recommendations on development and execution of natural resource programs to ensure their accomplishment within applicable guidelines; and/or Participated in land management planning efforts by providing resource data information and advising members of staff to help formulate long range plans for the functional areas of the program; and/or Prepared or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

These positions are remote eligible. Remote work employees are expected to work at an approved remote worksite, typically the employee's residence, on a regular and continuing basis.
