Summary

The incumbent will supervise the Product Management and Support Division as the Director, and as such is responsible for managing a team of Product Owners along with the full Application portfolio of products.

Duties

Help

As a Supervisory IT Specialist (APPSW), GS-2210-15, your typical work assignments may include the following:

  • Serves as an Information Technology (IT) Specialist supervisor and the Director of Enterprise Business Services Product within the EOP, responsible for a broad subject matter area revolving around the full range of information technology activities and the development, implementation, and full life-cycle support of Government Off-the-Shelf (GOTS) and Commercial Off-the-Shelf (COTS) software supporting the EOP and other entities serviced by the Director, White House Information Technology (DWHIT).
  • Subject matter areas may include establishment of project objectives, requirements, priorities, timelines, delivery dates, risk mitigation plans, deadlines, IT metrics, business process reengineering alternatives, technical design criteria, software testing and quality assurance, and technical documentation in support of product development and/or implementation activities. Integrates the work of team members to produce a unified product(s) across the WHIT enterprise.
  • Manages the end-to-end lifecycle of enterprise of products in support of all enterprise applications.Provides knowledge and guidance as the office subject matter expert regarding the full range of information technology activities, development, and implementation.
  • Serves as the SME to provide management and oversight of a specialized systems software technology, which involves its design and development. Responsible for establishing project objectives, requirements, priorities, deadlines, technical design, software testing and quality assurance
  • Supervises a team of IT professionals by evaluating their technical performance, developing competencies and skill sets in order to enhance performance.
  • As the primary technical information source for the division, responsible for making sound recommendations to WHIT senior management, staff, and external stakeholders regarding new hardware and software applications that would enhance the information processing and information management posture of the serviced organization.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. All qualifications must be met by the closing date of this vacancy announcement.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates knowledge and guidance of a full range of information technology activities, development, and implementation; knowledge of systems software technology, which involves its design and development; project objectives, technical design, software testing and quality assurance; ability to supervises a team of IT professionals; work with hardware and software applications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
