Duties

Help
  • Leads a group of Information Technology Specialists engaged in providing application programming services for Automated Information Systems (AISs) supporting the business needs of the DLA user community.
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Identifies, distributes, and balances workload and tasks.
  • Monitors and reports on the status and progress of work, checks on work in progress and reviews all completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
  • Serves as the technical expert in the development and sustainment of Human Resource Applications and deployment of Commercial Off-The-Self (COTS) software in support of HRM Business Processes.
  • Analyzes, design, document, develop, integrate, modify, test, install, implement, and support new or existing COTS/GOTS application software as applicable, and to be the technical expert in the Human Resources Management area.
  • Analyzes user requirements to identify needs, evaluates technical feasibility, suggests alternate approaches, and develops solutions in terms of software design.
  • Provides advice on the impact, risk and risk mitigation of software development decisions, plans, schedules, designs and specifications.
  • Provides technical expertise during both system architectural design and software development.
  • Designs applications to meet security and privacy requirements.
  • Develops design specifications and documents Computer Software Configuration Items (CSCIs).
  • Develops and maintains large portions of operating manuals/procedures prescribing uniform implementation and operation procedures for a new or revised AIS's.

Qualifications

To qualify for a Lead IT Specialist (APPSW), your qualifications must include:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:

- Mastery of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices and broad comprehensive knowledge of emerging technologies, enterprise IT architecture, customer business processes, organizational plans.
- Uses several application programming languages and programming tools to write/modify applications, interfaces, extensions, reports, and forms to satisfy user requirements.
- Serves as primary liaison between customers, vendors and IT management throughout the development process.
- Prepares Software Test Descriptions and test data for Computer Software Configuration Item (CSCI) Testing.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
