The duty station of this position may remain that of the selectee, remote or any USGS location that is agreed upon by the selecting official and the selectee. As a Physical Scientist some of your specific duties will include:

  • Plan, direct, and/or carry out complex scientific studies or significant components of very large studies, that describe and interpret hydrologic conditions in order to define, analyze, forecast, or describe both natural and human-induced hydrologic changes in the area.
  • Assess requirements for geographic information systems by analyzing earth and life science requirements for data structures, formats, computer input, and graphic and other output to determine the applicability of various formats, layouts, and information technology processes.
  • Establish data collection standards and develops new procedures for acquiring and processing spatial data. Establish the protocols for digitizing and developing spatial scientific data sets, develops and implements quality assurance procedures, and modifies an archiving and indexing system.
Note: Above duties are for the GS-12 level. For the lower grade level, the selectee will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the individual. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently.

PHYSICAL DEMANDS: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK ENVIRONMENT: Work is performed primarily in a field, laboratory or office setting. Work area is adequately lighted.

Qualifications

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-11:

In addition to the basic education requirement as stated above, applicants must meet one of the following to qualify for the GS-11 level:

**Three years of progressively higher level graduate education (54 semester hours, 81 quarter hours or the equivalent) leading to a Ph.D. degree in physical science or other directly related field of study or Ph.D. or equivalent doctoral degree in physical science or other directly related field of study if it provided the knowledge, skills and abilities necessary to do the work of the position to be filled.

**OR one year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-9 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include contributing to moderately sized projects involving physical, hydrologic, or geospatial data and/or information delivery, and use of a variety of data collection and processing methods, reproducible data pipelines in modern programming languages (e.g., R, Python), data visualization, software development techniques, artificial intelligence / machine learning models, and/or advancing current data users' workflows. This work typically involves conventional methods and techniques, and may require minor adaptation of methods with supervisory oversight. At this level, physical scientists follow prescribed principles, practices and methods in all phases of scientific work.

For GS-12:

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-12 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-11 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include planning and executing complex projects involving physical, hydrologic, or geospatial data and/or information delivery, and use of a variety of data collection and processing methods, reproducible data pipelines in modern programming languages (e.g., R, Python), data visualization, software development techniques, artificial intelligence / machine learning models, and/or advancing current data users' workflows. This work typically involved conventional methods and techniques though it required going beyond clear precedents, and required adapting methods to the problems at hand and interpreting findings in terms of their scientific and/or technical significance. At this level, physical scientists have the ability to independently perform scientific work of considerable difficulty.

Earth Systems Processes Division (ESPD)
The ESPD mission is focused on research, development, and studies of disciplinary and interdisciplinary processes. The ESPD ensures that WMA core knowledge of hydrologic processes and process-oriented scientific expertise are well-balanced and maintained, and provides foundational scientific capacity to support WMA projects.

Integrated Information Dissemination Division (IIDD)
IIDD delivers water information to empower decision-making, education, and science. Integrated Modeling and Prediction Division (IMPD)
The IMPD provides integrated, interdisciplinary water modeling and prediction; ensures that modeling activities are coordinated with overarching WMA priorities and adhere to enterprise infrastructure standards; and develops Earth System modeling and prediction capabilities for use within the WMA and the Bureau in support of interagency collaborative goals.

Observing Systems Division (OSD)
The OSD mission is to support innovative and efficient hydrological data collection that meets the water data needs of the nation. The OSD provides field support; conducts research and development on new sensor technologies and applications; plans and implements the next-generation integrated water observing systems; and incorporates remote sensing and hydrogeophysics into science and operations.

Education:
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
