As an IT Project Manger you will perform the following duties for one of the following positions.
Position#1: Area of IT Project Manager with Cloud technology Specialization:
Serves as a Cloud Engineer for high velocity information technology (IT) projects, leading and implementing specific IT projects and defining and structures cloud modernization projects for new and current initiatives within GSA IT.
Plan, coordinate, lead, manage, and evaluate projects under program portfolio to improve effectiveness and efficiency.
Maintains Application Security posture and compliance in accordance with the applicable Federal Government IT security requirements.
Maintains working business relationships with stakeholders.
Manages the delivery of solutions to the business both strategically and tactically.
Prepares statements of work; plans, formulates and executes against approved budgets.
Designs and implements highly automated, secure cloud environments to host and modernize business critical applications.
Provides subject matter expert level consultation and support to help software development teams make optimal decisions and take advantage of cloud benefits, including assisting in developing and maintaining documentation and technical training content, and performing feasibility analysis on potential product changes.
Reviews technical requirements to determine types of services required and the appropriate contract vehicle, considering impact of acquisition regulations, strategies, policies and processes pertaining to IT project management strategies, and utilize the information obtained to create optimized solutions.
Position#2: Area of IT Project Manager with Enterprise Infrastructure Programs Specialization:
Define and structure projects under program portfolio (i.e., modernization projects requiring robust, and Agile project management skills) for new and current initiatives within GSA IT.
Develop detailed project plans, tasks, schedules, and identify milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
Plan, coordinate, lead, manage, and evaluate projects under program portfolio to improve effectiveness and efficiency, and identifies and analyzes problems and proposals for automated solutions to data-processing problems and designs and implements improvements to systems. PM may be expected to work on matrix teams for projects crossing the organization.
Manage several concurrent projects, and also be able to respond well to High Velocity Projects.
Work closely with product owner and project stakeholders in consultation to define project scope (requirements), tasks to be performed, deliverables, and schedules to ensure appropriate interests are represented, functional requirements are included in analyses and designs, business practices are addressed and/or redesigned, and incorporates stakeholder feedback.
Acts in a client and managing facing role, requiring a highly consultative approach to both technology and business leaders.
Position#3: Area of IT Project Manager with Data Engineer Specialization:
Working with the Data Advocate and Data Architect to maintain the agency’s strategic objectives.
Managing the data product team and collaborating with other Product owners to set a roadmap for the Agency’s data capabilities and ensure the service offerings meet the objectives from those capabilities.
Develops data set processes and uses programming language and tools to identify ways to improve data reliability, efficiency and quality for missions, goals, and future planning.
Develop and implement data analyses, data collection systems and other strategies.
Develop and maintain scalable data pipelines and build new API integrations to support continuing increases in data volume and complexity
Collaborate with Data Scientists, Operational Researchers and other data practitioners that develops analytical and/or mathematical models for analyzing complex data. Use simulations and other tools/methodologies
Position#4: Area of IT Project Manager Digital Experience projects Specialization:
Serves as a Project Manager for high velocity information technology (IT) projects, directing and controlling specific IT projects within the Office of GSA IT.
Define and structure projects for new and current initiatives within GSA IT.
Manage several concurrent projects, and also be able to respond well to High Velocity Projects.
Manages projects using agile methodology techniques throughout the life cycle of the project.
Collaborates with internal and external stakeholders and partners to support the government’s information security needs.
Monitors and manages contractor performance and advises the contracting officer of performance related issues.
Forecast and track costs to effectively manage project funding.

The GS-14 salary range starts at $116,393.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

(Position #1) IT Project Manager with Cloud Technology Specialization:
Specialized Experience is experience in managing software development projects involving Cloud based technologies and use of Application Programming Interfaces (APIs), Microservices and Event-driven architecture managing the cloud-native solution architecture design and review; providing engineering guidance and recommendations to meet the business and technical goals; managing large Scaled Agile Framework (SAFe) projects and program execution involving Security, Development, and Operations (SecDevOps) software development processes; Continuous Integration Continuous Delivery(CICD) automation; Business Process automation experience with Data Analytics and Artificial Intelligence / Machine Learning (AI/ML) and serving a Contracting Officer’s Representatives (FAC-COR).
(Position #2) IT Project Manager with Enterprise Infrastructure Programs Specialization:
Specialized experience is experience in managing large scale Agile IT projects and program execution involving Business Process automation, emerging technologies, integration of Security, Development, and Operations (SecDevOps), Continuous Integration and Continuous Deployment (CI/CD) pipeline and automation, and Cloud technologies. Must have experience in:
Agile IT program, project, and operations management.
Providing engineering guidance and recommendations to meet the business and technical goals.
Presenting to all levels of an organization, including tailoring briefings to executive management, stakeholders, and peers.
(Position #3) IT Project Manager with Data Engineer Specialization:
Specialized experience is experience with using data integration, data transformation and data processing practices such as extract, transform and load(ETL) to process data from multiple sources into data lake, relational databases and data warehouses including cloud-based. Developing complex analysis of complex data elements and systems, data flow, dependencies, and relationships to contribute to conceptual physical and logical data models. Extensive experience in using datasets that may be large, disparate, unstructured, and/or complex data technologies using Artificial Intelligence / Machine Learning (AI/ML). (Position #4) IT Project Manager Digital Experience Projects Specialization:
Specialized experience is defined as experience in leading and managing Digital Experience projects, coordinating with stakeholders regarding project plans, schedules, deployments, implementations, and testing strategies. Experience must include:
Analysis, evaluation and recommendation of tools and methodologies.
Monitoring tasks and providing daily guidance to team members.
Communicating weekly goals and objectives to individuals or as a group.
Collaborating with leadership to provide updates on Key Performance Indicators (KPIs) focusing on identifying gaps to meet goals and objectives.
Collaborating with Product Owners and Developers to define customer requirements during the final stages of implementation to ensure a seamless transition to post implementation support.
