Duties

Help

EAC supports NSF decision-makers by studying NSF programs and activities and their impact on the people who participate in and benefit from NSF investments. EAC also provides centralized resources and guidance for data collection, analysis, evaluation design, surveys, and enterprise analytics. EAC engages internal and external stakeholders to identify learning priorities that drive a broad portfolio of projects that use qualitative and quantitative methods, from simple descriptive analysis to advances modeling, network analysis, and machine learning.

The Evaluation and Monitoring Systems Lead is responsible for EAC’s suite of systems, dashboards, and tools used to collect data, monitor program outcomes, and understand the agency’s portfolio. Specific duties include:

  • Provide management and oversight of EAC-managed evaluation, analytic, and program monitoring systems.
  • Lead activities to implement, procure, and manage analytic tools and products, such as Education & Training Application (ETAP) and NSF by the Numbers.
  • Perform management and oversight: Develop multi-year program strategies, plans, and budgets; develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs. Review contractor performance; analyze progress reports, etc.
  • Provide expert advice to the EAC Section Head and NSF leadership on agency analytical needs to inform agency strategic planning, priority setting, and budget formulation, and in consideration of competing priorities, resource limitations, and evolving technology.
  • Contribute ideas and efforts to improve the quality of policies and NSF's performance of the overall mission.
  • Engage with the Chief Data Officer, Policy Office, Office of General Counsel, and IT organization to ensure consistency with data, privacy, IT, security, and other relevant policies.Monitor and evaluate programs and operations to ensure that plans are followed to meet strategic objectives and goals.
  • Analyze the impact of legislation and new agency strategic priorities on new and evolving needs for evaluation and analytics systems. Collaborate with NSF leadership, data scientists, data and analytics staff, and other user groups to develop and prioritize business requirements for enterprise analytical solutions.
  • Serve as a team lead and spokesperson for cross-Foundation activities.
  • Participate on special projects and temporary functional teams from across NSF to solve problems and effect coordination. Develop reports and disseminate information on assigned programs.
  • Lead outreach across the external research community and internally about NSF’s enterprise evaluation, analytic, and program monitoring tools.
  • Serve as the Contract Officer’s Representative (COR) on contracts supporting OIA/EAC data and analytical program activities and projects.

Qualifications

Applicants must possess both the Specialized Experience and must meet the Selective Factor in order to be Qualified.

To qualify at the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level in federal service leading program evaluations or assessments, evidence-building efforts, and/or program monitoring systems. Qualified applicants MUST have experience in overseeing and managing contracts for program evaluations or assessments, evidence-building efforts, and/or program monitoring, analytics, and/or evaluation systems; and in communicating scientific or technical information to non-technical audiences and management or leadership. Examples of experience include: leading evaluation projects; overseeing and managing evaluation and analytics systems, tools, and dashboards for an organization; participating in the development of evaluation policies; analyzing legislation and strategic priorities to determine impact; and overseeing and managing evaluation and/or related contracts.

In addition to meeting the specialized experience noted above, qualified applicants must meet the following Selective Factor.

I have been responsible for leading evaluation efforts and evidence-based activities in accordance with the Evidence Act.  Your resume must reflect specific examples of this experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Additional information

This position has been designated as remote eligible and the selected candidate may work at an approved alternate work site location, with no requirements or expectations to report to the NSF building on a regular/recurring basis. The employee's duty station will be designated as the location where the individual regularly performs their official duties and pay will reflect that Locality Pay Area

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.
