Help

As an Examination Specialist (Deck) in the Examination Branch (NMC-22). The National Maritime Center (NMC) is the Coast Guard’s focal point for all services involving the nation’s merchant marine personnel, including: mariner training and assessment, medical certification, security screening, professional evaluation, testing, credentialing, records, and documentation. The Examinations Branch has a broad scope of responsibilities. 


Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serving as a subject matter expert in all manner of knowledge, skills, and abilities related to shipboard operations and maintenance in the U.S. Merchant Marine.
  • Responsible for the development of specific subject matter questions pertaining to practical skills of the merchant marine deck officer and rating profession, used to create comprehensive knowledge based assessments suitable for a wide range of mariner credentialing endorsements.
  • Providing direction to 17 Regional Examination Centers on all aspects of mariner credentialing program examinations.
  • Responsible for all aspects of and activities involved with examination creation, maintenance, utilization and disposition to achieve an effective and economical operation of this vital mariner assessment program. Exercises own judgment in most cases, only consulting higher level authority in difficult cases. 
  • Serving as an expert on the examination processes for all applications for professional credentials. Working with Senior Deck Examination Specialists, reconciles inconsistencies and ensures examinations are properly created, assigned, administered and recorded. Monitors metrics associated with the examination process, evaluates trends, and suggests improvements related to those trends. Incumbent’s work is considered authoritative.

Qualifications

At the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service.

Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include:

1.   The ability to interpret administrative laws, regulations, policies and industry standards applicable to the knowledge assessment of merchant mariners.

2.   Interpreting international law, federal laws, statutes, and regulations, agency policies, practices, and concepts, and professional standards governing merchant marine operations.

3.  Establishing and maintaining effective relationships with representatives of the marine industry, maritime unions, and others to ensure the proper application of regulatory programs and policies, and to motivate them toward cooperative efforts.

4.  Analyzing situations and preparing solutions to problems.

5.  Adapting quickly to changes in regulations and procedures, or to interruptions that temporarily disrupt the workflow, and working under pressure while maintaining a high degree of accuracy.

Selective placement factor(s) must be met in order to receive further consideration:  Applicant must hold, or have held, a U.S. Merchant Mariner credential in the grade of Second Mate, Any Gross Tons; Master, 500 Gross Tons or higher; Master of Tow Vessel; or Master of Offshore Supply Vessels (OSVs).

You will receive credit for all qualifying experience, including volunteer experience.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. The necessary Knowledge, Skills, and Abilities to perform this job are:

  1. Must have extensive knowledge and experience in the operation, maintenance and repair of a wide range of vessels, ship operations, and duties of certificated merchant marine deck personnel.
  2. Knowledge and skill in using computer applications to prepare and track examinations and responses to relevant requests including: databases, spreadsheets, email, word processing and any other specialized software that may be used to support the mission requirements of NMC-22.
  3. Excellent skills in written and oral communications. Must possess ability to prepare and review military and business style letters in a professional manner and speak at professional gatherings and training institutions as a representative of the command.
  4. Ability to deal with the public at all levels. Must exercise exceptional tact and diplomacy and be sensitive to the obligations of a public servant.
