The area of consideration for this position is all groups of qualified individuals within the civil service. Duties

Help

OIG's Office of Investigations has broad investigative jurisdiction over any allegations of fraud, corruption, human trafficking, sexual exploitation and abuse, or other misconduct associated with any program, operation, or personnel of USAID, USADF, IAF, or MCC. The Deputy Assistant Inspector General for Investigations runs the day to day operations of these global investigative efforts.

  • In coordination with the AIG/I, administer a comprehensive fraud awareness, detection and investigation program.
  • Serve as the primary member of the IG/I decision and policy making staff with responsibility to provide continuity of leadership during periods of absence by the AIG/I.
  • Formulate the Office of Investigations' budget.
  • Serve as a senior interlocutor with Agency senior staff on investigative matters.
  • Serve as the technical authority and expert adviser concerning such matters as fraud awareness, detection and prevention of fraud and the discharge of the investigative function.
  • Plan and assign work and set priorities through subordinate supervisors; evaluate the performance of subordinate supervisors and review performance ratings of their subordinates; provide counsel, advice, and make decisions on work related problems.

  • The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointees are subject to a one-year probationary period.
  • Males born after December 31, 1959, must be registered with the Selective Service.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • This position requires the incumbent to successfully obtain and maintain a top secret/SCI clearance.
  • Travel to overseas and domestic locations is required.

Qualifications

You must have the skills and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level, equivalent, or above. To meet the minimum qualifications of this position, you must possess and address each Executive Core Qualification (ECQ) and mandatory Technical Qualifications (TQ). We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; TQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and have been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the TQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SESCDP certified and year of certification. Submit proof of your status to be considered eligible for the position (SF-50 showing career status in the SES or reinstatement eligibility, or documentation from the SESCDP showing OPM certification of your ECQs). Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as "ineligible". Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. ECQ write-up cannot exceed 10 pages.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs)

TQ 1. Expert knowledge of professional investigative standards as applied to complex criminal, civil, and administrative investigations, contract and grant fraud, other white collar crimes and professional integrity investigations, including employee ethics violations and federal regulatory violations.

TQ 2. Knowledge and ability to direct the operations of a large international investigative organization, including establishing efficient and effective organizations with clearly defined responsibility, authority, and accountability; improving business processes to ensure that budgets are managed and controlled efficiently and effectively; managing human resources to recruit and develop staff to perform at a high level of competence; and measuring and improving organizational performance.

TQ 3. Demonstrated ability to communicate effectively, work constructively and collaboratively with other internal and external organizations (including U.S. foreign affairs agencies and foreign law enforcement) to enhance organizational effectiveness.

B. MANAGERIAL REQUIREMENTS - EXECUTIVE CORE QUALIFICATIONS (ECQs)

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, and Team Building.

ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.

ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Technology Management and Human Capital Management.

ECQ 5 - Building Coalitions/Communications: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering, and Political Savvy.

Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work/performance of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
  • Supervising the work of employees; and
  • Exercising important policy-making, policy determining, or other executive functions.

Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

SELECTIVE PLACEMENT FACTOR (MANDATORY)

In order to qualify for this position, you must meet the following selective placement factors in addition to the mandatory technical and executive core qualifications requirements.

Basic Criminal Investigative Training Program: Applicants must have satisfactorily completed the FLETC Basic Criminal Investigative Training Program or equivalent.

Driver License Requirement: A valid state driver's license is required as you will be required to operate a Federal motor vehicle as part of your official duties.

Firearm Requirement: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
