Duties

Help

  • Oversees and manages all responsibilities associated with agency appropriations and authorization of those appropriations, including but not limited to legislative research and proactive analysis of Congressional activities and hearings, OMB Legislative Referral Memos, congressional notifications, and research and analysis of all legislative activities in the Federal government, including serving as advisor to agency officials with respect to legislative and budget process and requirements.
  • Reviews written correspondence to Members of Congress to ensure that it is consistent with GSA Congressional activities and commitments and to ensure uniformity of policy, action and accurate responses; interpreting laws, policies and regulations pertaining to agency programs, and Administration and Congressional initiatives; and evaluates proposed legislation, regulations, and agency guidance for projected impact upon agency's budget and relations with the Congress and other executive agencies.
  • Serves as an agency’s liaison with Members of Congress, Congressional staff, and OMB in support and sponsoring of the programs, policies and projects of GSA, including preparing essential GSA officials for Congressional meetings and hearings to ensure they are completely informed on all pertinent issues and may draft and/or review Congressional testimony.
  • Responsible for development and preparation of reports and briefing materials for use by appropriate agency officials in rendering important decisions or taking action that will affect GSA relations with Congress.

The GS-15 salary range starts at $155,700.00 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience managing all responsibilities associated with the Agency's appropriations and authorization of those appropriations, including but not limited to legislative research and proactive analysis of Congressional activities, Congressional hearings, Congressional notifications, and research and analysis of all legislative activities in the agency/organization. This experience must include: analyzing, evaluating and editing reports prior to submission to Congress to ensure that they meet the agency/organization's policy objectives; coordinating a wide range of legislative and/or budget activities; and planning, management, implementation and evaluation of a variety of projects and to make authoritative and final decisions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1.  Knowledge of an organization’s programs.

    1a. Knowledge of the legislative process and the statutes, rules and regulations governing an organization’s activities. 

    1b. Skill in creating communication interchanges with members of Congress

  2. Skill in applying a variety of analytical techniques in gathering, analyzing, evaluating, and communicating data.
  3. Skill in establishing and maintaining effective working relationships with Members of Congress, congressional staff, OMB and other Federal and State agencies interested in, affected by, or influenced by an organization’s programs.
  4.  Ability to communicate effectively both verbally and in writing to a variety of target audiences with differing purposes (e.g. persuasion, negotiation, presentation, etc.)

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
