Major duties and responsibilities are summarized below.

The primary purpose of this position is to provide training, technical consultation and oversight of specific Fleet and Family Support (FFS) Programs within the Family Support (FS) Programs area of responsibility (AOR). The program components covered by this position include command consultation, deployment and mobilization support, ombudsman support, life skills education, relocation and transition assistance, family employment readiness, personal financial management, family emergency response and exceptional family member program. Advises the Regional Program Director (RPD) regarding training, program delivery, and resource management for Work & Family Life (WFL) programs within the AOR. Provides input and justification in support of Regional FFSP WFL budget development; identifies, through data collection and consultation with FFSC Directors and the Regional Work and Family Life Coordinator (RWFLC), program resource requirements and recommends allocation of resources for regional education and training. Implements or maintains quality assurance processes. Makes improvements, solves problems, and takes corrective action when problems arise. Serves as the NFAAS liaison between CNIC and the installation. Serves as Region FFSP subject matter expert and provides oversight of installation FFSP Individual Deployment Support (IDS). Oversees the IDSS case management system and its execution within current guidelines ensuring effective exchange of resource information and support between IDSS and enrolled IA families for the assigned region. Serves as Region FFSP subject matter expert and provides oversight of installation FFSP Exceptional Family Member Program (EFMP). Monitors, assists, and provides program guidance to installation FFSC Site Directors on EFMP including planning, execution, and case management to ensure compliance with current Department of Defense (DoD) and Navy Instructions and Standard Operating Procedures (SOPs). Serves as Region FFSP subject matter expert and provides oversight of installation FFSP emergency response programs together with the regional points of contact from emergency management, FFR Programs, and FFSP. Conducts annual review of installation FFSP emergency response plans in collaboration and coordination with FFSC Directors to ensure alignment with Region and CNIC guidance. Oversees the ECM case management system and its execution within current guidelines ensuring effective exchange of resource information and support between ECM and enrolled affected families for the assigned region; provides monthly reports as a reminder of actions required on individual cases. Serves as the train-the-trainer for installation Work & Family Life (WFL) programs within the AOR. Provides support to programs when installation supervisory/training staff are unable to do so; may supplement local installation staff when operational needs require.

Qualifications

Knowledge of the military lifestyle and military community support programs and experience providing programs to support the military community. Knowledge of FFSP mission, functions, policies, procedures, mission requirements, program goals and objectives. Knowledge of a wide range of Federal and Navy policies, regulations, and principles pertaining to the provision of military community support programs and their mission. Knowledge of training and education principles to be used in developing programs necessary to counter any inherent psychological and/or socioeconomic stresses caused by prolonged separations, deployment, frequent moves and other factors inherent in the Navy lifestyle which affect individuals, families, mission performance, and command readiness. Knowledge essential to developing needs assessments, standardized regional plans, policies, and procedures for the delivery of FFSC WFL services. Knowledge of analytical and evaluative methods and a thorough understanding of how regulations and programs are administered in order to apply measurement standards. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and complex management processes and systems which impact the achievement of Navy program goals and objectives. Knowledge of a variety of Navy administrative and resource management policies, procedures and regulations, including budget and financial management policies. Knowledge of adult learning theories. Skill in training program development, curriculum delivery, curriculum review and updates. Skill in the oversight and provision of WFL services including Deployment and Mobilization Support, Exceptional Family Member Program, and Emergency Preparedness. Skill in the use of program presentation technology including PowerPoint, SharePoint, government or commercial cloud-based presentation software, automated projectors and audiovisual equipment, and other presentation equipment. Skill in training and/or group facilitation. Skill in the use of training software/technologies. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to use qualitative and quantitative analytical techniques. Ability to develop and effectively deliver presentations and/or training. Ability to prepare and deliver recommendations at management briefings and field installations. Ability to communicate effectively both orally and in writing.

Must possess or be able to obtain and maintain a SECRET security clearance.

Must possess or be able to obtain and maintain a valid state driver's license.

Must be able to work varied work schedules to include holidays, weekends, and evenings.

Occasional travel of up to 40% may be required.
