Help

As a Supervisory Contract Specialist, you will:

  • As the primary contracting advisor to the Office of Railroad Development (RRD), the Office of Railroad Data & Innovation (RDI), the Office of Chief Counsel (RCC), and the Office of the Chief Financial Officer (RCFO), responsible for the full scope of the acquisition cycle with supervisory contractual authority for the solicitation, negotiation, award, and administration of contracts, Broad Agency Announcements (BAA), Blanket Purchase Agreements (BPA), task and delivery orders, and other procurement instruments.
  • Lead and provide technical oversight, expert guidance, and assistance to contracting and program office personnel through all phases of the acquisition process and ensure procurement actions are accomplished in accordance with applicable policies and regulations.
  • Participate in the review of acquisition program activities to identify challenges and recommend solutions, corrective measures, and alternative approaches to the Acquisition Director and other agency leadership.
  • Document issues and lessons learned to ensure the development and implementation of best practices.
  • Maintain effective working relationships with other branches, program areas, and organizations to ensure a coordinated approach to providing solutions and overcoming challenges.
  • Monitor, maintain, and improve internal management processes and quality control measures within branch to deliver work products in line with sound, economical, and efficient principles.
  • Perform the full range of supervisory personnel management duties for the branch.
  • Coordinate efforts and execute plans to accomplish organizational goals and objectives.
  • Conduct and review cost and pricing analyses for procurements, including procurements lacking precedents and historical cost data, and develops innovative contracting approaches to achieve the best value for FRA.

The ideal candidate for this position will be able to perform the full range of acquisitions functions (pre-award and post-award) from simplified to complex contracts, delivery and/or purchase order, and Inter and Intra-agency agreements. The ideal candidate has issued solicitations, evaluated proposals, performed cost and price analysis, monitors contractor performance, negotiates contract modifications, and is responsible for contract closeout.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
  • REMOTE WORK: This position is for Remote Work.  Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you MUST meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:

  • Experience as a lead in planning, directing, and administering strategies for acquisition project assignments that require the application of procurement and contracting principles, program requirements and techniques.
  • Experience in contract pre-award, post-award, AND price/cost analysis methods, techniques, and practices including familiarity with business practices to evaluate bid responsiveness, contractor responsibility, and contractor performance using Federal Acquisition Regulations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
  2. Contracting/Procurement- Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  3. Leadership-Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  4. Communications - Knowledge of the production, communication and dissemination of information and ideas to inform via written and oral.

Education

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
