Duties

Help

As a CONTRACT SPECIALIST (TITLE 5), GS-1102-12, you will serve as lead contract specialist.

  • Plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements.
  • Perform market research/analysis to determine availability of the requirement, analyze market trends, commercial practices, conditions and technological advances and determine the sources to be solicited.
  • Determine appropriate method of procurement using a wide range of contracting methods and contract types.
  • Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems.
  • Analyzes contacting issues and recommend best course of action.
  • Perform acquisition planning along with the program manager/customer, technical, legal, finance, and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions.
  • Use judgement in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.
  • Provide business advice and assistance to technical personnel involved in the development of performance work statement/statement of work or data requirements.
  • Procure a wide variety of services, commodities, and/or construction.
  • Apply all statutory requirements including regulations, policies, procedures, business and industry practices.
  • Ensure price schedule is properly structured, prepare solicitation, determine sources to be solicited, issue solicitations and amendments, and determine the acceptability of offers based on an analysis of financial and technical information gained.
  • Prepare final contracts to include appropriate standard clauses and special provisions, final pricing, payment terms, and incentives.
  • Enter all contractual information into a contract writing system software database.
  • Execute post-award contract performance management actions on assigned contracts.
  • Monitor and evaluate contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics.
  • Negotiate and prepare contract modifications caused by technical requirements, quantity, ordering unpriced options, and similar issues.
  • Review completed official contract file to determine that all contractual actions are satisfied.
  • Provide business advice and guidance to technical personnel and others on contracting work and prepare correspondence.
  • Prepare letters, memoranda, documents, or reports that support contractual actions or recommendations.

In accordance with the Ethics in Government Act, 1978, you're required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually.
  • May require travel by military or commercial aircraft in the performance of TDY assignments and work overtime.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8. Must be able to pass the Contracting Officer Review Board (CORB) and hold a warrant.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Positive Education Requirement: You must possess a Bachelor's Degree from an accredited institution authorized to grant baccalaureate degrees.

GENERAL EXPERIENCE: Must possess experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

SPECIALIZED EXPERIENCE: GS-12 Level - Must possess one year of contracting experience at the GS-11 level that demonstrates the following Specialized experience (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. Must have Level 1, DAWIA Foundational Certification
