Duties

Help

As a Director (Cyber Policy and Programs), GS-0301-14/15, your typical work assignments may include the following:

  • Plan and coordinate the development and implementation of public policy on U.S. national cybersecurity, to include critical infrastructure cybersecurity, public-private cybersecurity efforts, cyber threat information sharing, and general cyber resilience.
  • Develop, review, or provide technical assistance for legislative proposals and executive action related to cybersecurity public policy.
  • Assess effectiveness of department, agency, and other programs that relate to national cybersecurity.
  • Develop, plan, and coordinate interagency efforts linked to the National Cybersecurity Strategy and other national priorities and public policy related to national cybersecurity.
  • Prepare the National Cyber Director (NCD), Deputy National Cyber Director for National Cybersecurity (DNCD), and Assistant National Cyber Director for Cyber Policy and Programs (ANCD-Cyber) for meetings involving U.S. cabinet officers, foreign dignitaries and officials, and members of Congress concerning national cybersecurity public policy issues.
  • Participate in organizing or preparing special interagency studies, analyses, and policy papers on cybersecurity strategy and other related policy matters of immediate concern to senior ONCD officials.
  • Synthesize the positions and views of various executive branch agencies in order to develop comprehensive and coherent strategy and policy recommendations for consideration by policymakers.

  • You must be a U.S. citizen to apply for this position.
  • You must successfully pass a background investigation. Incumbent will be subject to a Single-Scope Background Investigation (SSBI) or Tier 5 equivalent investigation which must be favorably adjudicated.

  • You must be able to obtain and hold a Top Secret (TS-SCI) security clearance.
  • New employees must serve a one year probationary period.
  • You must submit to a drug test and receive a negative test result prior to appointment to this position. After appointment, you may be subject to periodic random drug testing. This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the EOP.
  • Relocation expenses are not authorized. Other recruitment incentives may be authorized.
  • This position has been designated excluded from bargaining unit representation under the national security provision of 5 U.S.C. § 7112(B)(6).

Qualifications

In order to qualify for the Director (Cyber Policy and Programs) position, you must meet the following minimum qualifications:

FOR THE GS-14 LEVEL:
Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:

  1. Assisting in the development of public policy related to critical infrastructure cybersecurity and technology security;
  2. Providing coordination of public cybersecurity policy development or implementation related to cybersecurity policy within a public or private sector organization;
  3. Participating in the development of policies or activities to address the cybersecurity risk or cyber incidents;
  4. Working with government or private sector cybersecurity professionals to identify and address issues or implementation of public policy pertaining to cybersecurity policy; and
  5. Participating or contributing to legislative or regulatory policy development related to Federal, state, or local cybersecurity.
FOR THE GS-15 LEVEL:
Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  1. Developing public policy pertaining to cybersecurity and technology security policy at the national, regional, state, or local level, or in a critical infrastructure sector;
  2. Developing legislative policy related to cybersecurity and homeland security;
  3. Developing regulatory policy related to cybersecurity;
  4. Experience with U.S. and foreign economic, security, and diplomatic objectives and policies, with a focus on cybersecurity policy; and
  5. Experience with Federal departments and agencies involved in the formulation and execution of public policy pertaining to national cybersecurity.
