  • Duties listed are at the full performance GS-12 level.
  • Provide technical leadership on natural resource management activities to ensure resources are sustainably managed in accordance with science, best practices, and federal/state natural resource laws.
  • Formulate plans, policies and objectives for natural resource program area with the immediate manager/supervisor, colleagues, other staffs, other Federal, State, and local officials and non-government organizations.
  • Develop annual and long-term natural resource programs with the immediate manager/supervisor, colleagues, other staffs, other Federal, State, and local officials and non-government organizations.
  • Facilitate coordination among diverse individuals at varying organizational levels.
  • Coordinate natural resource program planning activities by managing and vetting the final project selection process.

Qualifications

Basic Requirement:
GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as a majority of the following: Assisted in the delivery of a cooperative forestry or national resource system program that achieved multiple natural resource goals including those of state forest action plans, public land and resource management plans and other federal, state, and local strategic plans and/or;
Assisted in communicating the program mission and vision to diverse audiences through presentations, strategic plans, work plans and other verbal forms of communication and/or; Assisted in the administration of grants and agreements consistent with agency regulations and policies and/or; Assisted in providing technical assistance, along with program manager and partners, to enhance technical skills.
OR: A full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR: A combination of education and experience with course equivalent to a major described above, plus appropriate experience or additional education.

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as a majority of the following: Provided technical leadership in the delivery of a cooperative forestry or national resource system program that achieved multiple natural resource goals including those of state forest action plans, public land and resource management plans and other federal, state, and local strategic plans and/or; Communicated the program mission and vision to diverse audiences through presentations, strategic plans, work plans and other verbal forms of communication and/or; Provided support in the administration of grants and agreements consistent with agency regulations and policies and/or; Provided technical assistance, along with program manager and partners, to enhance technical skills.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

LOCATION INFORMATION: This position is remote and the location is negotiable. However, the location must be within 275 miles of the Regional Office in Atlanta, GA. No further negotiation is authorized. Final determination of the duty location for this position will be made by the selecting official prior to the job offer. The salary is listed as Rest of United States (RUS) locality. However, final salary will be determined at the time of selection dependent on the duty location of the selectee.

Positions within many program areas will be filled, they include: Urban and Community Forestry, Forest Stewardship, Landscape Scale Restoration, Forest Legacy, Community Forest and Open Space, Equity and Inclusion in programs, Wood Innovations (Forest Management Staff Unit), Forest Health (Forest Health Staff Unit), and Cooperative Fire (Fire and Aviation Management Staff Unit)

These are term, time-limited appointments with an initial duration no less than 13 months and can be extended up to a total of 4 years.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors.

Selections made under this authority will be processed as new appointments to the civil service. Current civil service employees would be given a new appointment.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.

Positions filled from this announcement may be a bargaining or a non-bargaining unit position represented by either NFFE, AFGE or NAGE.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
