Summary

About the Position: Addresses complex assignments of considerable breadth related to geomatic engineering investigations with wide latitude for the exercise of independent judgment. Responsibilities include acquisition, modeling, analysis, and management of geospatially referenced data obtained from terrestrial, marine, airborne, and satellite-based sensors in support of planning, design, and construction of Military Construction, Civil Works, and Operations and Maintenance (O&M) projects.

Duties

Help
  • Serve as a professional land surveyor and backup point of contact for the District.
  • Conduct topo surveys and utilize CADD (Computer-Aided Design and Drafting) to produce layouts and 3D models for District customers.
  • Provide quality control for surveys and associated CADD files so that they are interpreted correctly and ready to be used for design work.
  • Perform independent reviews on A-E survey deliverables to ensure all electronic data fully complies with established surveying standards and requirements.
  • Develop directives and policies within the district and assists with developing interagency policies.
  • Prepare, coordinate, and implement the district business plan for all survey related matters
  • Provide expert technical assistance to on-line and remote designers/users, including Architect-Engineer firms related to survey requirements.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.

OR

C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes:1).Create and/or modify computer-aided design (CAD) models, 2). Assist higher graded engineers and technicians with preparation and/or modifications of CAD models and drawings; 3) Review incoming Technical Data Packages (TDPs) to ensure they are accurate, complete and within applicable standards; 4). Assist engineers and technicians with project designs to ensure they are properly documented. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Selective Placement Factor: Professional Surveying license in good standing in a State, Territory, or the District of Columbia obtained by written examination is required.
