MAJOR DUTIES

As a Senior Budget Analyst, you serve as a technical authority on the federal budget formulation process, with responsibility for planning, formulating, preparing, and presenting the budget of AHRQ.

Your major duties and responsibilities include:

  • Developing, analyzing, maintaining, and reconciling the budgets of the research portfolios over the three fiscal years for presentation in three budget submissions within the fiscal year (DHHS, OMB, and Congressional Justification).
  • Overseeing the development of the agency's financial commitment base, broken by research portfolio, for up to three years in advance of current years, and provides retrospective information on accuracy of projections.
  • Overseeing the development, analysis, reconciliation, and maintenance of budgetary and financial tables included in the Agency's budget.
  • Developing, analyzing, and reconciling the President's Budget schedules (including program and financing and object class) and spearheading the development and presentation of data in OMB's MAX Information System.
  • Planning and preparing for the defense of budget estimates before the Secretary, Office of Management and Budget (OMB) and Congressional Appropriation Committee by initiating and directing the presentation of budget summaries, ready reference statistical tables, questions and answers for the most probable and significant issues of interest that might be explored at rehearsals and hearings.

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  • Serving as a senior budget analyst and technical expert on the federal budget formulation process, including developing multi-year budget estimates, justifications, and the budget narratives at an agency or department level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.

BUDGET FORMULATION - Compiles, analyzes and summarizes probable financial income and expenditures, and allocates funds for a specific purpose within a given timeframe.

BUDGET FORECASTING (ORGANIZATIONAL FORECASTING) - Develops models or projections based on studying past results, relationships, and data and anticipating future trends/events.
