Vacancies will be filled in the following specialty areas:
Independent Office of Appeals: C&OS: PPQ&A: COLLECTION POLICY & ANALYTICS

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Expert knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, in order to accomplish complex projects or studies of broad scope and substantive issues; improve team effectiveness and efficiency, and to develop new or revised policies and programs.
  • Comprehensive knowledge of the Internal Revenue Code and related rulings, regulations, and court decisions in order to appropriately define and apply the laws, policies and procedures that govern appellate activities and authorities relevant to Appeals' collection programs.
  • Expert knowledge of and skill in applying analytical, problem solving and settlement/resolution techniques of Appeals' collection programs in order to develop new or revised policies, programs, techniques, standards and concepts to provide guidance to Settlement Officers, Appeals Officers and management at all levels.
  • In-depth knowledge of the range of laws, policies, regulations, and precedents applicable to the segment(s) of the program(s) affected by the assigned study or project in order to apply that knowledge to Appeals service wide collection functions.
  • In-depth knowledge of IRS organization, programs and procedures in order to review and evaluate the effectiveness of existing policies and operating procedures, identify problem areas and ineffective systems, recommend solutions, formulate policy determinations, and insure the integration of Appeals' collection programs into organizational strategies, goals, and objectives.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • A 1-year probationary period is required (unless already completed).

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes demonstrating expert knowledge of Appeals policies, practices and procedures to address all circumstances involving the settlement of complex and difficult tax cases. Your experience must demonstrate the ability to analyze and evaluate Appeals collection programs, policies or procedures to improve organizational effectiveness and efficiency in the use of resources and to assess the impact of new programs, policies or legislative changes on existing programs and resources. Your experience must also demonstrate expert knowledge of current and past tax laws, regulations and IRS policies to include Internal Revenue Code, IRM, court decisions, tax publications and procedures related to assigned areas ( e.g., Trust Fund Recovery Penalty) with expertise on technical collection issues in order to research and apply relevant tax law to issues that are unclear or where a clear precedent is lacking, and determine the appropriate resolution based upon relevant factors including reasonableness, adjudication trends and settlement practices for collection issues; Experience applying expert knowledge of Compliance/Collection investigative procedures, subject matters, organizational structure and office policies and practices that pertain to Appeals collection issues. Your experience must also demonstrate skill in personal relationships and ability to conduct meetings and conferences in an orderly, fair and impartial manner as well as skill in oral and written communications and the ability persuade, solicit, and provide information on highly complex collection issues requiring coordination with other professionals both inside and outside of the Appeals office. Examples include: conducting conferences with internal stakeholders and other business divisions regarding the most complex technical collection issues; providing technical expertise of Appeals collection programs to executives, senior managers, supervisors and employees; developing new or revised policies or procedures that address the full range of Appeals collection programs; serving as a resource person in providing guidance and assistance to managers and other technical employees in interpreting and implementing Appeals policies, procedures, and the most complex provisions of the pertinent laws and regulations.


MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.
