The IT Project Manager (PLCYPLN):

  • Serves as the program manager through the full project life cycle processes of initiating, executing, controlling, and close-out on projects within the assigned program. Develops, manages, and implements project plans in accordance with the project management methodology.
  • Plans, develops, and directs project management functions involved in acquisition of IT capabilities and execution of projects that deliver those capabilities to DOT-wide program offices and operating administrations.
  • Establishes detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
    Applies project management standards, develops new approaches and adopts best practices to ensure project success. Responsible for the full range of system application development for various areas throughout the DOT and Operating Administrations (OA).
  • Coordinates with the line of business and other DOT administrations in the development of modernizing IT systems, solutions, and strategies for application tools and development.
    Reviews and coordinates work requests for tasks assigned to supporting contract staff and ensures that deliverables meet customer requirements; manages request priorities to ensure efficient and effective use of contractor resources.

Ideal Candidate: OST is looking for seasoned professional who is able to lead asset management efforts and/or contractors in an IT enterprise services organization. The ideal candidate is motivated, self-reliant, willing to learn and adapt to change, and is excited about working with experienced professionals that ensure the safety, efficiency, and integrity of the transportation industry.

PLEASE NOTE: Incumbent serves as the Contract Officer's Representative (COR) on contracts supporting IT program activities, systems, and projects. CORs are responsible to apply their professional, technical and/or scientific knowledge of their field in the development or evaluation of technical requirements in connection with the negotiation, administration, or termination of contracts. Incumbent must complete at a minimum, 40 continuous learning- points every two years initial and refresher training to employees serving in a COTR or COR role. Reference: September 6, 2011 OFPP Memorandum: Revisions to the Federal Acquisition Certification for CORs (FAC-COR) and White House Policy Letter 05-01.
FAC-COR Level II Certification is Required

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) to plan, execute and control projects throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements.
  • Experience with project management principles, processes, and guidelines to develop, plan, estimate, schedule resources, and lead IT projects for modernization.
  • Experience developing and managing cost-models (based on aggregated business requirements) to monitor and establish project budgeting and forecasting in a technology organization.

In addition to meeting the above described specialized experience requirements, your IT experience will be evaluated and be expected to include described experience in the following competencies:

  • Oral Communication: Expressing information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); making clear and convincing oral presentations; listening to others, attending to nonverbal cues, and responding appropriately.
  • Problem Solving: Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and making recommendations based on technical requirements.
