ABOUT THE POSITION
The incumbent serves as an expert for the DASB and the Office of Budget on all aspects of the budget process. The incumbent must possess a sound understanding of technical and policy implications involved in HHS budget issues. The ADAS must have a broad knowledge of the Department's programs, projects, and activities. The ADAS must also be able to interact with the Secretary and Deputy Secretary and develop professional working relationships with senior career in the Office of the Secretary and HHS Operating Divisions.

As a senior member of the Office of Budget leadership team, the ADAS provides expert advice on all aspects of budgetary and administrative activities for the Office of Budget. The ADAS assists in the development, implementation, and management of all phases of the budget formulation, program performance, and execution processes. The incumbent participates in the development and clearance of Department planning targets, program priorities, and areas of program emphasis to guide operating agencies in the formulation and execution of their budgets.

The ADAS works with and supports the senior leadership of the Office of Budget to improve the management of budget formulation, program performance, and budget execution processes with the Operating Divisions and within the Office of Budget. The incumbent supports the review and advancement of systems to manage program performance and budget execution information within the Department. The incumbent may work with Office of Budget and Operating Division staff to identify budget and performance system improvements for possible adoption by components of the Department.

The incumbent will maintain up-to-date expertise in areas of budget formulation, budget execution, and performance management, as well as mandatory and discretionary technical budget concepts and methods. The incumbent provides leadership and advice to operating divisions and reviews their proposals for reprogramming and transfers. The incumbent devises methods of financing special priority projects identified by the Secretary, the Deputy Secretary, the Assistant Secretary for Financial Resources, the DASB, or OMB. The incumbent keeps abreast of new developments and initiatives in the budget area, including innovation and areas of administrative simplification. The incumbent alerts top management to specific budget challenges and resolves issues that threaten to interfere with the Department's effectiveness in meeting its budgetary responsibilities.

The incumbent may also oversee projects that do not fit easily under the purview of the individual divisions in the Office of Budget but are requested by the DASB or the Assistant Secretary for Financial Resources (ASFR). The incumbent works closely and collaboratively with the Office of Budget Division Directors and may step in to assist in his or her areas directly as needed. The incumbent also coordinates with other parts of ASFR in key areas, such as support for Tribal governments.

The incumbent provides senior guidance on interacting with the Executive Office of the President, Appropriations Committees, Congressional Budget Office, and other external entities. The incumbent may serve as a participant and representative of the Department in various governance bodies such as for the Federal Information Technology Acquisition Reform Act. The incumbent may serve on personnel management associated boards such as the Office of Personnel Management's Executive Resources Board and the HHS Executive Review Board. The ADAS may serve on Senior Executive Service review panels for the Office of Budget, ASFR, and HHS.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Mandatory Technical Qualifications (MTQ's):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

  1. Demonstrated senior level experience in budget analysis or budget management in a major Federal government organization with multiple programs, appropriations and administrative components.
  2. Experience which demonstrates knowledge of: major Federal budget issues such as in Federal health or social services programs; substantive program and budget analysis and presentation techniques; and analysis of budget formulation and execution requirements.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
