One (1) vacancy will be filled in the following specialty area:

Wage and Investment Service Centers, Philadelphia Accounts Management

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Develops reports, charts, and graphs by utilizing and integrating various software programs that require logic.
  • Consults with functional users to identify processes that lend themselves to automation. Develops the cost benefit analysis for all associated hardware and software requests for the function and forwards the automation request to the Modernization and Information Technology Systems (MITS) or the Best Practices Coordinator (or equivalent) for implementation.
  • Coordinates the implementation of automated applications. Implementation may include: training new users, identifying personnel and procedural issues raised by the automation process, securing supplies and forms necessary for automation, converting paper documents to data files, and testing applications.
  • Responds to user-reported problems and issues on a daily basis. Works with users to identify and troubleshoot the origin of hardware and software problems. Refers problems to the MITS help desk and ensures problems are resolved.
  • Resolves common technical problems independently and serves as a technical resource to functional coordinators in other divisions.
  • Coordinates with MITS to perform and/or ensure backups are performed on all personal computers with hard drives. Ensures all personal computers are equipped with the latest version of virus protection software as well as ensuring any media brought in by employees, vendors, or received from other offices (including laptops) are scanned for viruses.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS-8 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with the features, characteristics, and interrelationships of multiple types of computer equipment, applications and utility programs, to assist in identifying problems; Experience with a wide range of analytical and diagnostic methods, procedures, and principles to identify required actions and implement decisions; Experience with following IRS applications: IDRS, OL5081, AMS, BBTS, SERP, Control D.; Experience with the following COTS software: Microsoft Outlook, Excel, and Word, Adobe Acrobat, Business Objects; Experience with SharePoint and the ability to create and maintain Sharepoint sites; Experience with HTML and web site administration and ability to create and maintain a website; Experience in development of user guides, training aids and delivery of training to system users.

GS-8 TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

SPECIALIZED EXPERIENCE: GS-9 Level:

Specialized experience for this position includes: Experience with the features, characteristics and interrelationships of multiple types of computer equipment, applications and utility programs; Experience with a wide range of analytical and diagnostic methods and procedures to identify required actions and implement decisions; Experience analyzing data to identify problems encountered on computer systems; Experience with the following IRS applications: IDRS, OL5081, AMS, BBTS, IAT, SERP, Control D.; Experience with the following COTS software: Microsoft Outlook, Excel, and Word, Adobe Acrobat, Business Objects; Experience with SharePoint and ability to create and maintain SharePoint sites.

GS-9 TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
